7 General Description:
8 This bill expands the membership of the state's Homeless Coordinating Committee.
9 Highlighted Provisions:

11 . expands the membership of the Homeless Coordinating Committee to include the

13 director of the Department of Corrections or their designees.

22 Be it enacted by the Legislature of the state of Utah:
23 Section 1. Section 9-4-801 is amended to read:
24 9-4-801. Creation.
25 (1) There is created the Homeless Coordinating Committee.
26 (2) (a) The committee shall consist of the state planning coordinator, the state
27 superintendent of public instruction, the chair of the board of trustees of the Utah Housing
28 Corporation, and the executive directors of the Department of Human Services, the Department
29 of Corrections, the Department of Community and Economic Development, the Department of
30 Workforce Services, and the Department of Health, or their designees.
31 (b) The governor shall appoint the chair from among these members.
32 (3) The governor may also appoint as members of the committee representatives of
33 local governments, local housing authorities, local law enforcement agencies, and of federal
34 and private agencies and organizations concerned with the homeless, mentally ill, elderly,
35 single-parent families, substance abusers, and persons with a disability [

37 (4) (a) Except as required by Subsection (4)(b), as terms of current committee members
38 expire, the governor shall appoint each new member or reappointed member to a four-year
39 term.
40 (b) Notwithstanding the requirements of Subsection (4)(a), the governor shall, at the
41 time of appointment or reappointment, adjust the length of terms to ensure that the terms of
42 committee members are staggered so that approximately half of the committee is appointed
43 every two years.
44 (c) A person appointed under this Subsection (4) may not be appointed to serve more
45 than three consecutive terms.
46 (5) When a vacancy occurs in the membership for any reason, the replacement shall be
47 appointed for the unexpired term.
48 (6) (a) (i) Members who are not government employees shall receive no compensation
49 or benefits for their services, but may receive per diem and expenses incurred in the
50 performance of the member's official duties at the rates established by the Division of Finance
51 under Sections 63A-3-106 and 63A-3-107 .
52 (ii) Members may decline to receive per diem and expenses for their service.
53 (b) (i) State government officer and employee members who do not receive salary, per
54 diem, or expenses from their agency for their service may receive per diem and expenses
55 incurred in the performance of their official duties from the committee at the rates established
56 by the Division of Finance under Sections 63A-3-106 and 63A-3-107 .
57 (ii) State government officer and employee members may decline to receive per diem
58 and expenses for their service.
59 (c) (i) Local government members who do not receive salary, per diem, or expenses
60 from the entity that they represent for their service may receive per diem and expenses incurred
61 in the performance of their official duties at the rates established by the Division of Finance
62 under Sections 63A-3-106 and 63A-3-107 .
63 (ii) Local government members may decline to receive per diem and expenses for their
64 service.
