Rep. Bryson called the meeting to order at 8:10 a.m..

Rep. Bryson called for an introduction of committee members.
                            
H.B. 12    Requirements for Recording Certain Real Estate Documents (Rep. D. Clark)

    This bill was not considered in this meeting.

H.B. 195    Consumer Protection Amendments (Rep. S. Allen)

Rep. Biskupski moved to delete in title and body H.B. 195 and replace it with 1st Substitute H.B. 195. The motion passed unanimously, with Rep. D. Clark and Rep. S. Clark absent for the vote.

Rep. Hansen moved to amend the bill as follows:

1.     Page 9, line 262        After "institution" insert ": (A)"


2.    Page 9, line 262:        After "7-1-103;" insert "or
                    (B) that is regulated or supervised by the Federal                          Depository Insurance Corporation and the National Credit                     Union Association;"


The motion passed unanimously with Rep. D. Clark and Rep. S. Clark absent for the vote.

MOTION:    Rep. Hansen moved to pass the bill out favorably as amended.

MOTION:    Rep. Ferry moved to amend the bill as follows:

1.    Page 8 line 233        delete "$5,000"and insert "$2,500"

MOTION:    Rep. Buttars moved to end the debate. The motion passed unanimously.

The substitute motion passed, with Rep. Duckworth and Rep. Hansen voting in opposition.

MOTION:    Rep. Morley moved to amend the bill as follows:

1.     Page 6, line 178 through page 7, line182        Delete lines 178-182

SUBSTITUTE
MOTION:    Rep. Adams moved to leave in lines 178-182 and insert clarifying language.         Following committee discussion Rep. Adams withdrew the substitute motion.

MOTION:    Rep Ferry moved to proceed to the next item on the agenda. The motion passed         unanimously.

H.B. 52    Individual Deferred Annuities - Nonforfeiture Amendments (Rep. J. Dunnigan)

Rep. Dunnigan explained the bill, assisted by John Coomans, Utah Insurance Department and Tomasz Serbinowski, Utah Insurance Department.

MOTION:    Rep. Kiser moved to pass the bill out favorably. The motion passed unanimously.

Rep. Dunnigan explained the bill, assisted by Mickey Braun, Assistant Commissioner, Utah State Insurance Department.

MOTION:    Rep. Buttars moved to move to the next item on the agenda. The motion passed         unanimously.

H.B. 193    Commission on Criminal and Juvenile Justice (Rep. M. S. Lawrence)

    This bill was not considered in this meeting.

MOTION:    Rep. Ferry moved to adjourn the meeting. The motion passed unanimously.

Rep. Bryson adjourned the meeting at 10:00 a.m.
