Chair Dayton called the meeting to order at 8:01 a.m. and welcomed committee members.
Rep. Moss was called on to give a one minute lesson on language.
S.B. 6 Refurbished Computers in Schools Program (Sen. H. Stephenson)
Sen. Stephenson introduced S.B. 6, which will terminate a pilot program
for the refurbishing of donated computers to be used in the state's public schools.
MOTION: Rep. Pace moved to pass the bill out favorably. The motion passed unanimously
with Rep. Christensen, Rep. Dougall, Rep. Ferrin, Rep. Hogue, Rep. Hughes and
Rep. Johnson absent for the vote.
MOTION: Rep. Holdaway moved to approve the minutes of January 20, 2004 and January
21, 2004. The motion passed unanimously with Rep. Christensen, Rep. Dougall,
Rep. Ferrin, Rep. Hogue, Rep. Hughes and Rep. Johnson absent for the vote.
H.C.R. 2 Individuals with Disabilities Act Resolution (Rep. K. Holdaway)
Rep. Holdaway introduced the resolution.
MOTION: Rep. Newbold moved to amend the resolution as follows:

19 WHEREAS, in 1975 the United States took a major step forward in promoting the
20 inclusion and equality of one of the nation's most disenfranchised groups of citizens;
WHEREAS, prior to enactment of the Education for All Handicapped Children's
Act of 1975, only one in five children with disabilities was educated in public schools
in the United States;

24 WHEREAS, the federal government made a commitment to pay 40% of the cost for

WHEREAS, the federal government currently funds only 18% of its initial
promise to pay 40% of per pupil expenditures under IDEA;
WHEREAS, considering the new federal No Child Left Behind requirements
for raising the percentage of students with disabilities proficient in state standards
to 100% by the end of the 2013-14 school year and the federal government's prior
history in funding special education costs, states are presented with another
unfunded or partially funded mandate by the federal government;
The motion passed unanimously with Rep. Dougall, Rep. Hogue, and Rep. Johnson absent for the vote.
Rep.Holdaway said that H.C.R. 2 requests Congress to fulfill its commitment in funding
special education.
MOTION: Rep. Gowans moved to pass the resolution out favorably. The motion passed
unanimously with Rep. Dougall, Rep. Hogue, and Rep. Johnson absent for the vote.
H.C.R. 7 Resolution Recognizing Legislators Back to School Week (Rep. K. Holdaway)
Rep. Holdaway explained that H.C.R.7 expresses support for civic education and America's Legislators Back to School Week.
MOTION: Rep. Christensen moved to pass the resolution out favorably. The motion passed
unanimously with Rep. Newbold absent for the vote.
MOTION: Rep. Dougall moved to adjourn the meeting. The motion passed unanimously with Rep. Newbold absent for the vote.
Vice Chair Dayton adjourned the meeting at 8:21 a.m.
