Vice Chair Newbold called the meeting to order at 8:05 a.m. and welcomed committee members.
MOTION: Rep. Dougall moved that the minutes of February 4, 2004, February 6, 2004 and
February 10, 2004 be approved. The motion passed unanimously.
H.B. 113 Nonresident Tuition Waiver for Job Corps Students (Rep. L. Shurtliff)
Rep. Shurtliff stated the bill provides for tuition waivers for Job Corps students. Scott Marcort,
Job Corp. CEO, and Scott Snedden, Clearfield Job Corps, assisted in the presentation.

MOTION: Rep. Dougall moved to amend the bill as follows:
Page 2, Line 48: After "Subsection (1)" insert "within the state system of higher education"
The motion passed unanimously with Rep. Hogue absent for the vote.
MOTION: Rep. Christensen moved to pass the bill out favorably. The motion passed with
Rep. Newbold, Rep. Ferrin, Rep. Pace, Rep. Johnson, Rep. Hogue, and Rep. Dougall voting in opposition.
H.B. 126 Teacher Classifications (Rep. R. Bigelow)
Rep. Bigelow explained the bill distinguishes between teachers and associate teachers.
MOTION: Rep. Dougall moved to amend the bill as follows:
1. Page 2, Lines 29 through 36 :
29 (a) "Associate teacher" means a person who does not currently hold a level 1, 2, or 3
30 license, but is permitted to teach in a public school under another authorization

including:
31 (i) a person who holds a letter of authorization;
32 (ii) a student teacher;
33 (iii) a person participating in an alternative preparation program;
34 (iv) a person issued a license based on eminence or outstanding qualifications in a field
35 taught in the public schools; or
36 (v) a person who holds a competency-based license ]] .
The motion passed with Rep. Hughes voting in opposition and Rep. Ferrin absent for the vote.

MOTION: Rep. King moved to pass the bill out favorably.

MOTION: Rep. Holdaway moved to amend the bill as follows:

The motion failed with Rep. Holdaway, Rep. Pace, Rep. Johnson, Rep. Hogue, Rep. Christensen,
and Rep. Hughes voting in favor and Rep. Ferrin absent for the vote.
MOTION: Rep. Gowans moved to end debate. The motion passed unanimously with Rep.
Ferrin absent for the vote.
A vote was taken on Rep. King's motion. The motion passed with Rep. Christensen, Rep. Hughes, Rep. Hardy, and Rep. Pace voting in opposition and Rep. Ferrin absent for the vote.
MOTION: Rep. Dougall moved to adjourn the meeting. The vote was unanimous with Rep.
Ferrin absent for the vote.
Vice Chair Newbold adjourned the meeting at 9:55 a.m.
