Chair Dayton called the meeting to order at 4:21 p.m. and welcomed committee members.

H.B. 115    Carson Smith Special Needs Scholarships (Rep. J. M. Philpot)


Rep. Philpot and Rep. Newbold presented the bill, which creates a program to award scholarships to students with disabilities who attend a private school. Rep. Newbold introduced
Carson Smith, for whom the scholarship is named. Cheryl Smith, parent of Carson Smith, and
Katie Nelson, parent of Alex Nelson, assisted in presenting the bill.

Those who spoke in favor of the bill:
Ronda Rose, grandparent, Utah PTA
Russell Skousen, Salt Lake County Council
Ronda Peterson, school district sign language interpreter
Laura Anderson, parent of autistic child
David Dangerfeld, Valley Mental Health
Gary Freedman, parent of autistic child



Those who spoke against the bill:
Carl Wilson, State Director of Special Education
Shauna Crapo, parent of autistic child, Cache Valley
Lisa Wade, Special Education Coalition
Kathryn McCarrrie, Special Education Director of Granite School District

MOTION:    Rep. Ferrin moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    Rep. Hogue moved to table the bill. The motion failed with Rep. Gowans,
    Rep. Holdaway, Rep. King, Rep. Moss, Rep. Pace, and Rep. Shurtliff voting in     favor of the motion and Rep. Johnson absent for the vote.

MOTION:    Rep. Holdaway moved to move to the next item on the agenda. The motion     passed with Rep. Newbold, Rep. Ferrin, Rep. Hogue, Rep. Dayton, Rep. Dougall
    Rep. Hardy, and Rep. Johnson voting in opposition.

MOTION:    Rep. Dougall moved to place H.B. 152 on the next agenda in first place. The     motion passed unanimously.

MOTION:    Rep. King moved to adjourn the meeting. The motion passed unanimously.

Chair Dayton adjourned the meeting at 6:16 p.m.
