Representative McGee introduced the bill and explained its intent. Dr. Robert Stahmann, Brigham Young University, Marriage and Family Programs, and Representative Douglas C. Aagard spoke in support of the bill. (see handouts on file)
MOTION: Representative McGee to amend:
1. Page 2, Lines 56 through 58
(ii) The fee authorized by this Subsection (2)

shall be waived if the requirements of
Section 30-1-34 are met. If the fee is waived, the county is not required to transmit $20 of the
marriage license fee to the Division of Finance.

Stewart Ralphs, Utah Domestic Violence Council, and Van De Graaff, Utah Association of Counties, spoke in favor of the bill.
Gayle Ruzicka, Utah Eagle Forum, and Sarah Brenna, Department of Workforce Services spoke to the bill.
MOTION: Representative Bennion moved to hold the bill until the fiscal note could be reviewed.
SUBSTITUTE
MOTION: Representative Philpot moved to go to the next item on the agenda. The motion failed 1-8-4 with Representative Philpot voting in favor of the motion, Representatives Bennion, Bryson, Curtis, Hendrickson, Hutchings, McGee, Thompson, and Ferry voting against the motion, and Representatives Daniels, Lawrence, Love, and Adams absent for the vote.
The original motion to hold the bill pending fiscal note review passed 8-3-2, with Representatives Bennion, Bryson, Curtis, Lawrence, Philpot, Thompson, Adams and Ferry voting in favor of the motion, Representatives Hendrickson, Hutchings, and McGee voting against the motion, and Representatives Daniels and Love absent for the vote.
