Rep. Aagard called the meeting to order at 2:20 p.m.

Rep. Morley moved to approved the minutes of the January 21, 2004 meeting. The motion passed unanimously, with Rep. Bowman, Rep. Harper, Rep. Jones, and Rep. Wallace absent for the vote.

H.B. 210    Law Enforcement Employee Background Checks (Rep. L. Pace)

Rep. Pace explained the bill assisted by, Von Williamson, Lieutenant, Cache County Sheriff's Department.

Rep. Aagard relinquished the chair to Rep. Bowman.

Spoke for the bill:    Sid Groll, Director, Peace Officer's Standards and Training

MOTION:    Rep. Bourdeaux moved to pass the bill out favorably. The motion passed              unanimously, with Rep. Morley absent for the vote.



H.B. 81    Criminal Law Intent Amendment (Rep. T. McCartney)

Rep. McCartney explained the bill, assisted by Chad Platt, Deputy District Attorney, Salt Lake City Prosecutor's Office

MOTION:    Rep. Wallace moved to pass the bill out favorably. The motion passed              unanimously, with Rep. Aagard absent for the vote.

H.B. 63    Identification of Stolen Firearms (Rep. J. Buffmire)

MOTION:    Rep. Jones moved to delete in title and body H.B. 63 and replace it with 1st         Substitute H.B. 63. The motion passed unanimously, with Rep. Aagard              absent for the vote.

Rep. Buffmire explained the bill, assisted by Joyce Carter, Section Firearm Supervisor, Bureau of Criminal Investigation, and Rep. Ty McCartney.

Spoke for the bill:        Dee Rowland, Government Liaison, Catholic Church

Spoke against the bill:    Clark Aposhian, National Rifle Association
                Bill Clayton, Gun Owners of Utah
                John Spangler, Utah Shooting Sports Council
                Bill Scott, gun owner


Rep. Bourdeaux moved to pass the bill out favorably. The motion failed , with Rep. Bourdeaux, Rep. Jones, and Rep. Litvak voting in favor.

Rep. Dee moved to adjourn the meeting. The motion passed unanimously, with Rep. Aagard, Rep. Bourdeaux, and Rep. Litvak absent for the vote.

Rep. Bowman adjourned the meeting at 3:40 p.m.
