Rep. Aagard called the meeting to order at 3:30 p.m.

MOTION:    Rep. Wallace moved to approve the minutes of the January 23, 2004 meeting.         The motion passed unanimously, with Rep. Bourdeaux, Rep. Dee, and Rep.         Morley absent for the vote.

H.B. 199    Disruption of Activities in or Near School Building (Rep. C. Moss)

Rep. Moss explained the bill, assisted by Martin Bates, Policy and Compliance Officer, Granite School District, and Paul Boyden, Statewide Association of Prosecutors.

MOTION:     Rep. Christensen moved to amend the bill as follows:

1.    Page 2, Lines 41 through 45 :    

             41          (1) A person
  , who is not a minor,       is guilty of an offense under Subsection (2):

             42          (a) who comes into any school building or upon any school ground, or street, sidewalk,
             43      or public way adjacent to any school building or ground;
             44          (b) whose presence or acts
  substantially       interfere with the peaceful conduct of

the activities of any


             45      school or
  substantially       disrupt the school or its pupils or school activities; and


After committee discussion Rep. Christensen withdrew his motion.

MOTION:     Rep. Litvak moved to pass the bill out favorably. The motion passed with Rep.         Christensen voting in opposition and Rep. Dee absent for the vote.

H.B. 212    Traffic Accident Response (Rep. E. Hutchings)

Rep. Hutchings explained the bill.

MOTION:     Rep. Morley moved to pass the bill out favorably. The motion passed              unanimously.

MOTION:    Rep. Dee moved to adjourn the meeting. The motion passed unanimously.
