Rep. Bowman called the meeting to order at 9:05 a.m.

MOTION:    Rep. Webb moved to pass the minutes of the January 27, 2004 meeting. The         motion passed unanimously, with Rep. Christensen, Rep. Litvak, and Rep. Morley         absent for the vote.

Rep. Bowman relinquished the chair to Rep. Aagard.

H.B. 50    Automobile Crime Prevention (Rep. D. Bowman)

MOTION:    Rep. Bowman moved to delete in title and body H.B. 50 and replace it with 1st         Substitute H.B. 50. The motion passed unanimously, with Rep. Christensen and         Rep. Litvak absent for the vote.

MOTION:    Rep. Bowman moved to amend the bill as follows:

1.    Page 1, Line 10    After "board." insert "This bill requires that the fees be deposited in the General Fund as a dedicated credit to be used for the purposes of the board and the administration costs of the board."



2.    Page 1, Line 18:    After "programs" and before "." insert ", and expend dedicated credit monies for the costs of operation of the board."

3.    Page 6, Line 170:    After Line 170 insert: "(3) Dedicated credit monies available to the board from Sections 41-1a-1218.5 and 53-15-107 may be used to cover the costs of administration of the board, including employees as necessary for the operation of the board and per diem for board members as provided under Section 53-15-104."


The motion to amend passed unanimously, with Rep. Christensen absent for the vote.

Rep. Bowman explained the bill, assisted by Dan Fallows, Department of Public Safety, and Kerry Cole, Draper City Police Department.

MOTION:    Rep. Bourdeaux moved to pass the bill out favorably as amended.

SUBSTITUTE
MOTION:    Rep. Webb moved to adjourn the meeting. The motion failed, with Rep.              Christensen, Rep. Dee, Rep Morley, and Rep. Webb voting in favor.

        The original motion to pass the bill out favorably as amended passed, with Rep.         Christensen and Rep. Morley voting in opposition.

MOTION:    Rep. Morley moved to adjourn the meeting. The motion passed unanimously.

Rep. Aagard adjourned the meeting at 10:00 a.m.
