Vice-Chair Peterson called the meeting to order at 8:15 a.m.

MOTION:    Rep. Buttars moved to adopt the committee meeting minutes from January 27, 2004. The motion passed unanimously with Rep. Barrus, Rep. Noel, and Rep. Urquhart absent for the vote.

H.B. 78    School Land Trust Program Restricted Account (Rep. D. Clark)

Rep. Clark introduced the bill and answered questions from the committee.

MOTION:     Rep. Dayton moved to pass the bill out favorably. The motion passed         unanimously. Absent for the vote were Rep. Noel and Rep. Urquhart.

H.B. 233    Grazing Permit Fee Amendments (Rep. E. Anderson)

Rep. Anderson introduced the bill with the assistance of Kim Christy and Kevin Carter from the School and Institutional Trust Lands Administration.



Spoke for the bill:    Wes Quinton, Farm Bureau

MOTION:    Rep. Gowans moved to pass the bill out favorably. The motion passed unanimously with Rep. Urquhart absent for the vote.

H.B. 214    School and Institutional Trust Lands - Clarifying References to Rules and Policies (Rep. J. Gowans)

Rep. Gowans introduced the bill and responded to questions from the committee.

MOTION:    Rep. Dayton moved to pass the bill out favorably. The motion passed unanimously. Absent for the vote were: Rep. Anderson and Rep. Urquhart.

H.B. 220    Off-highway Vehicle Amendments (Rep. B. Goodfellow)

MOTION:    Rep. Buttars moved to adopt 1st Substitute HB 220. The motioned passed         unanimously with Rep. Anderson and Rep. Urquhart absent for the vote.

Rep. Goodfellow introduced the bill with the assistance of Steve Roberts and Fred Hayes from the Office of Parks and Recreation.

Page 1: delete lines 18, 19, and 20

Page 4: delete lines 92 and 93

Page 4: Line 100: delete "and is under the direct supervision of a person who is at least 18 years of age"

Renumber remaining sections accordingly.

The motion passed unanimously.

MOTION:    Rep. Buttars moved to pass out favorably the 1st Substitute bill as amended. The motion passed unanimously with Rep. Styler absent for the vote.



H.B. 71    Water Conservation Plans (Rep. J. Buffmire)

The bill was not discussed in committee.

H.B. 104    Filing and Perfecting of Water Rights (Rep. B. Johnson)

Rep. Johnson introduced the bill and responded to questions from the committee.
