Vice-Chair Peterson called the meeting to order at 8:15 a.m.

MOTION:    Rep. Biskupski asked that the minutes from the committee meeting on February 3, 2004 be changed to mark her as present for the vote and in favor of the motion to pass out favorably 1st Substitute HB 71 as amended. She then moved to approve the minutes as amended. The motion passed unanimously with Rep. Anderson, Rep. Johnson, and Rep. Urquhart absent for the vote.

S.C.R. 1    Concurrent Resolution Approving Solid Waste Permit (Sen. T. Hatch)

Sen. Hatch introduced the bill and answered questions from the committee.

MOTION:    Rep. Biskupski moved to pass the bill out favorably. The motion was unanimous with Rep. Anderson, Rep. Johnson, and Rep. Urquhart absent for the vote.

H.B. 243    Water Rights Task Force (Rep. M. Styler)



MOTION:    Rep. Styler moved to return the bill to the Rules Committee. The motion passed unanimously with Rep. Anderson, Rep. Johnson, and Rep. Urquhart absent for the vote.

H.B. 247    Task Force Studying Water Issues (Rep. M. Styler)

Rep. Styler introduced the bill with the assistance of Jerry Olds, State Engineer. They both responded to questions from the committee.

Spoke for the bill:    Sterling Brown, Utah Farm Bureau
            Debbie Goodman, Utah Audubon Council
            Alan Matheson, Trout Unlimited

MOTION:    Rep. Styler moved to amend the bill as follows:

        Page 2: Line 50: after "water" insert "conservation and"

        The motion passed unanimously with Rep. Biskupski and Rep. Johnson absent for the vote.

MOTION:    Rep. Gowans moved to pass out favorably HB 247 as amended. The motion passed unanimously with Rep. Biskupski and Rep. Johnson absent for the vote.

H.B. 211    Renewal of Fishing License (Rep. J. M. Philpot)

MOTION:    Rep. Donnelson moved to adopt 1st Substitute HB 211. The motion passed unanimously with Rep. Biskupski and Rep. Johnson absent for the vote.

Rep. Philpot introduced the bill with the assistance of Miles Morretti and Greg Shehan from the Division of Wildlife Resources.

Spoke for the bill:    Ed Kent, Acting Chair of the Utah Anglers Association

MOTION:    Rep. Ure moved the pass out favorably 1st Substitute HB 211. The motion passed unanimously with Rep. Biskupski, Rep. Johnson, and Rep. Styler absent for the vote.

H.B. 118    Brand Inspection Amendments (Rep. D. Ure)

Rep. Ure introduced the bill and responded to questions from the committee.

SUBSTITUTE MOTION:    Rep. Urquhart moved to adjourn. The motion passed with Rep. Rep. Barrus and Rep. Peterson voting in opposition.

Vice-Chair Peterson adjourned the meeting at 9:20 a.m.
