Vice-Chair Barrus called the meeting to order at 8:07 a.m.

Motion:    Rep. Hogue moved to approve the minutes of January 22, 2004. The motion passed              unanimously with Reps. Bourdeaux and Dee absent for the vote.


S.B. 18    Municipal Annexation Provisions in First Class Counties (Sen. P. Arent)
                             (Rep. M. S. Lawrence)

Senator Arent introduced the bill.

Representative Lawrence, House sponsor, further explained the bill.
    A handout was distributed.

Lincoln Shurtz, Utah League of Cities and Towns, spoke to the bill.
Kara Trevino, Salt Lake County, spoke for the bill.
Jan Wells, Murray City, spoke for the bill.
Lincoln Shurtz, Utah League of Cities and Towns, spoke in support of the bill.

Motion:    Rep. Becker moved that the committee report a favorable recommendation on S. B. 18.








Substitute Motion:    Rep. Hogue made a motion to adopt the following amendments:

1.    Page 3, Line 70:    After "submitting a signed," insert "notarized,"

2.    Page 4, Line 106:    After "written" insert ", notarized"

3.    Page 5, Line 138:    After "submitting a signed," insert "notarized,"

4.    Page 6, Line 177:    After "written" insert ", notarized"
    
Kara Trevino, Salt Lake County, spoke against the substitute motion.

Jan Wells, Murray City, spoke to the substitute motion.

The substitute motion to amend passed with a vote of 6-3-1, with Reps. Barrus, Becker, Buxton, Duckworth, Holdaway and Hogue voting yes, Reps. Dee, Hardy and Murray voting no, with Rep. Bourdeaux absent for the vote.

Motion:    Rep. Becker moved that the committee report a favorable recommendation on S.B. 18 as         amended. The motion passed unanimously with a vote of 9-0-1.

Motion:    
Rep. Hogue moved to adjourn. The motion passed unanimously. The meeting adjourned at         8:56 a.m.
