Chair Holdaway called the meeting to order at 2:03 p.m.


S.B. 9    Property Rights Amendments (Sen. C. Walker) (Rep. D. G. Buxton )

Senator Walker introduced the bill.

Craig Call, Utah State Private Property Ombudsman, spoke to the bill.

Randy Hunter, Attorney General's Office, spoke to the bill.

Mike Ostermiller, Utah Association of Realtors, spoke in favor of the bill.
Carlos Braceros, Utah Department of Transportation, spoke in favor of the bill.
Chris Kyler, general counsel, Utah Association of Realtors, spoke in favor of the bill.
Gary Crane, Layton City, spoke in favor of the bill.
Wes Quinton, Utah Farm Bureau, spoke in favor of the bill.

Motion:    Rep. Murray moved that the committee report a favorable recommendation on S.B. 9. The         motion passed unanimously with a vote of 9-0-2, with Reps. Barrus and Hogue absent for the         vote.


S.B. 23    Amendments to Municipal Government (Sen. T. Hatch) (Rep. M. Noel)

Rep. Noel introduced the bill.






David Church, legal counsel for Utah League of Cities and Towns, spoke to the bill.

Motion:    Rep. Becker moved that the committee report a favorable recommendation on S.B. 23. The         motion passed unanimously with a vote of 9-0-1.

Motion:    Rep. Buxton made a motion to approve the minutes of January 28, 2004. The motion passed         unanimously with a vote of 9-0-1.


Motion:    Rep. Becker moved to the adjourn. The motion passed and the meeting adjourned at 3:42         p.m.
