Chair Holdaway called the meeting to order at 8:08 a.m.
1st Sub. H.B. 116 Facilities with Regional Impact (Rep. R. Becker)
Rep. R. Becker introduced the bill.
Rep. G. Hughes, co-sponsor of the bill, further explained the bill.
A handout was distributed.
Sarah Meier, Utah School Board Association and Granite School District, spoke to the bill.
Mark Anderson, Utah Association of Special Districts, spoke to the bill.
Motion: Rep. Hogue made a motion to approve the minutes of February 3, 2004. The motion passed unanimously with Reps. Bourdeaux and Dee absent for the vote.
Rep. Holdaway, Chair, relinquished the chair to Rep. Barrus, Vice-chair.
Pamela Gill, Utah Association of Special Districts, spoke in favor of the bill.
Gary Uresk, Woods Cross City, Utah League of Cities and Towns, spoke in favor of the bill.
Bruce Talbot, City of South Salt Lake, spoke in favor of the bill.
Wilf Sommerkorn, Dir., Davis County Community Economic Development, spoke in favor of the bill.
Motion: Rep. Hardy moved that the committee report a favorable recommendation on 1st Substitute H.B. 116. The motion passed unanimously with a vote of 8-0-2, with Reps. Dee and Holdaway absent for the vote.
H.B. 162 Candidacy for Municipal Elections (Rep. J. Dougall)
Representative Dougall introduced the bill.
Lincoln Shurtz, Utah League of Cities and Towns, spoke in favor of the bill.
Motion: Rep. Duckworth moved that the committee report a favorable recommendation on H.B. 162. The motion passed unanimously with a vote of 7-0-3, with Reps. Becker, Dee and Holdaway absent for the vote.
H.B. 254 Solid Waste Landfill Amendments (Rep. D. G. Buxton)
Motion: Rep. Buxton moved that H.B. 254 be deleted in title and body and be replaced with 1st Substitute H.B. 254. The motion passed unanimously with a vote of 6-0-4, with Reps. Becker, Dee, Hogue and Holdaway absent for the vote.
Motion: Rep. Buxton moved to adopt the following amendment:
1. Page 7, Line 199 :
199 waste, will not be located within 1/4 mile of
the following, unless allowed by the
local zoning ordinances
:
The motion to amend passed unanimously with a vote of 6-0-4, with Reps. Becker, Dee, Hogue and Holdaway absent for the vote.
Representative Buxton introduced the substitute bill as amended.
Motion: Rep. Murray moved that the committee report a favorable recommendation on 1st Substitute H.B. 254 as amended. The motion passed unanimously with a vote of 6-0-4, with Reps. Becker, Dee, Hogue and Holdaway absent for the vote.
Motion: Rep. Murray made a motion adjourn. The motion passed and the meeting adjourned at
