Chair Holdaway called the meeting to order at 8:04 a.m.

Motion:    Rep. Barrus made a motion to approve the minutes of February 10, 2004. The motion passed         unanimously with a vote of 6-0-4, with Reps. Becker, Bourdeaux, Duckworth and Murray         absent for the vote.

H.B. 56    Local Government Lien for Service Charges (Rep. S. Mascaro)

Motion:    Rep. Hogue moved to delete in title and body H.B. 56 and to replace it with 1st Substitute          H.B. 56, Local Government Collection For Service Charges. The motion passed              unanimously with a vote of 7-0-3, with Reps. Becker, Bourdeaux and Murray absent for the         vote.

Motion:    Rep. Hogue made a motion to adopt the following amendment:

1.    Page 6, Lines 177 through 178 :    

             177          (b) the local entity mails
[[   provides   ]] the customer notice as provided in Section

             178      11-41-106 ; and

        The motion passed unanimously with a vote of 8-0-2, with Reps. Bourdeaux and Murray         absent for the vote.

Rep. Mascaro introduced 1st Substitute H.B. 56 as amended.





Mark Anderson, Utah Association of Special Districts, spoke to the bill.
Chris Kyler, Utah Association of Realtors, spoke in favor of the bill.
Pamela Gill, Utah Association of Special Districts, spoke in favor of the bill.

Motion:    Rep. Murray moved that the committee report a favorable recommendation on 1st Substitute         H.B. 56 as amended. The motion passed with a vote of 7-2-1, with Reps. Barrus, Becker,         Buxton, Dee, Hardy, Holdaway and Murray voting yes, and Reps. Duckworth and Hogue         voting no, with Rep. Bourdeaux absent for the vote.


S.B. 145    County Surveyor Amendments (Sen. C. Walker)

Senator Walker introduced the bill.

A handout was distributed.

Reid Demman, Chief Deputy, Salt Lake County Surveyor office, spoke to the bill.

Motion:    Rep. Buxton moved that the committee report a favorable recommendation on S.B. 145.         The motion passed with a vote of 6-3-1, with Reps. Barrus, Buxton, Dee, Hardy, Holdway         and Murray voting yes, and Reps. Becker, Duckworth and Hogue voting no, with Rep.         Bourdeaux absent for the vote.


S.B. 65    County Classification Amendments (Sen. L. Blackham)

Senator Blackham introduced the bill.

Motion:    Rep. Becker made a motion to adopt the following amendments:

1.    Page 1, Line 26 through Page 2, Line 29 :    

             26          (b) A county with a population of
[[   [   ]] 125,000      [[   ]   ]]      [[   150,000   ]] or more but less than 700,000 is a

             27      county of the second class.
             28          (c) A county with a population of [18,000] 31,000 or more but less than
[[   [   ]] 125,000      [[   ]   ]]

             29     
[[   150,000   ]] is a county of the third class.


The motion passed unanimously with a vote of 8-0-2, with Reps. Bourdeaux and Murray absent for the vote.





Motion:    Rep. Dee moved to adopt the following amendment:

1.    Page 1, Lines 9 through 12 :    

             9      Highlighted Provisions:
             10          This bill:
             11          . changes the ranges of population that define counties of the
[[   second   ]]        third      

through sixth
             12      class.

    The motion passed with a vote of 8-0-2, with Reps. Bourdeaux and Murray absent for the          vote.

Motion:    Rep. Hardy moved that the committee report a favorable recommendation on S.B. 65              as amended. The motion passed unanimously with a vote of 8-0-2, with Reps.              Bourdeaux and Murray absent for the vote.

Motion:    Rep. Becker moved that S.B. 65 be placed on the Consent Calender. The motion              passed unanimously with a vote of 8-0-2, with Reps. Bourdeaux and Murray absent              for the vote.


S.B. 142    Validity of Marriage Licenses (Sen. G. Davis)

Senator Davis introduced the bill.

Motion:    Rep. Duckworth moved that the committee report a favorable recommendation on
        S.B. 142. The motion passed unanimously with a vote of 8-0-2, with Reps. Bourdeaux         and Murray absent for the vote.

Motion:    Rep. Hogue moved that S.B. 142 be placed on the Consent Calendar. The motion              passed unanimously with a vote of 8-0-2, with Reps. Bourdeaux and Murray absent              for the vote.

Motion:    Rep. Hogue moved to adjourn. The motion passed and the committee adjourned at              9:10 a.m.
