Chair Holdaway called the meeting to order at 5:04 p.m.


SB0050S01 Rural Planning and Development (Sen. T. Hatch)

Senator Hatch introduced the bill.

Motion:    Rep. Hardy moved that the committee report a favorable recommendation on 1st Substitute         S.B. 50. The motion passed unanimously with a vote of 7-0-3, with Reps. Dee, Hogue and         Murray absent for the vote.

Motion:    Rep. Becker made a motion that 1st Substitute S.B. 50 be placed on the Consent Calender.
        The motion passed with a vote of 7-0-3, with Reps. Bourdeaux, Hogue and Murray absent         for the vote.


HB0313    Redevelopment Agency Revisions (Rep. J. Gowans)

Rep. Gowans introduced the bill.

Larry Newton, representing the State Superintendent and the State Board of Education, further explained the bill.
A handout was distributed.
Burke Jolley, Business Administrator, Jordan School District, spoke for the bill.
David Spatafore, Redevelopment Agency Association of Utah, spoke against the bill.




Chad Vanderlinden, Utah Taxpayers' Association, spoke to the bill.
Brent Gardner, Utah Association of Counties, spoke against the bill.
Heather Tritten, Utah Issues, spoke against the bill.

Motion:    Rep. Duckworth moved that the committee report a favorable recommendation on
        H.B. 313. The motion failed with a vote of 3-7-0, with Reps. Bourdeaux, Duckworth
        and Hogue voting yes, and Reps. Barrus, Becker, Buxton, Dee, Hardy, Holdaway and         Murray voting no.


HB0140    Child and Family Services and Related Judicial Code Amendments (Rep. L.                                                              Christensen)
Motion:    Rep. Barrus made a motion to delete in title and body H.B. 140 and to replace it with
        1st Substitute H.B. 140, and to adopt the following amendment:

1.    Page 24, Line 737 :    

             737          
[[   (4) If a party requests a jury trial, the court shall transfer the case to the district court.   ]]

    
        The motion passed unanimously with a vote of 10-0-0.

Motion:    Rep. Bourdeaux moved to adjourn. The motion failed with a vote of 2-8-0, with Reps.         Bourdeaux and Duckworth voting yes, and Reps. Barrus, Becker, Buxton, Dee, Hardy,         Hogue, Holdaway and Murray voting no.

Motion:    Rep. Hogue moved that the committee report a favorable recommendation on 1st Substitute         H.B. 140 as amended.

Substitute Motion:    Rep. Dee moved to table the bill. The motion was withdrawn.

Substitute Motion:    Rep. Bourdeaux moved to adjourn. The motion failed with a vote of 4-6-0, with         Reps. Becker, Bourdeaux, Duckworth and Murray voting yes, and Reps. Barrus, Buxton,         Dee, Hardy, Holdaway and Hogue voting no.





        The motion to pass 1st Substitute H.B. 140 as amended out favorably passed with a vote of         6-4-0, with Reps. Barrus, Buxton, Dee, Hardy, Holdaway and Hogue voting yes, and Reps.         Becker, Boureaux, Duckworth and Murray voting no.

Motion:    Rep. Dee moved to adjourn. The motion passed unanimously and the meeting adjourned         at 7:50 p.m.
