Representative Noel called the meeting to order at 9:08 a.m.
H.B. 36 Management, Enhancement, and Funding of 911 System (Rep. B. Dee)
Representative Dee asked the committee to consider 1st Substitute H.B. 36. Cathy Dupont, Legislative Research and General Council, explained the differences in the original bill and the substitute.
MOTION: Representative Urquhart moved to delete H.B. 36, and replace it with 1st Substitute H.B. 36. The motion passed unanimously with Representatives Allen, Becker, Curtis, Goodfellow, Styler, and Ure absent for the vote.
Maria Stahla, Office of the Legislative Auditor General, addressed questions from the committee regarding the audit of the E-911 system, and how the substitute bill addresses the issues raised during the audit.
MOTION: Representative Snow moved to amend:
1. Page 4, Line 92: After "county" delete ", with the consent of the Senate"
2. Page 4, Lines 98-99: After "commission" delete ", with the consent of the senate"
3. Page 7, Line 194: After "which is" insert "at least"
Representative Becker moved a division on the motion.

The motion passed 7-2-3, with Representatives Becker and McCartney voting against the motion, and Representatives Curtis, Goodfellow, and Ure absent for the vote.

MOTION: Representative Urquhart moved to approve the minutes of January 23, January 29, and February 2, 2004. The motion passed unanimously with Representatives Curtis, Goodfellow, and Ure absent for the vote.
MOTION: Representative McCartney moved to pass 1st Substitute H.B. 36 out favorably as amended. The motion passed 7-2-3 with Representatives Bennion and Donnelson voting against the motion, and Representatives Curtis, Goodfellow, and Ure absent for the vote.
MOTION: Representative Urquhart moved to adjourn. The motion passed unanimously with Representatives Curtis, Goodfellow, and Ure absent for the vote. The meeting adjourned at 9:45 a.m.
