Vice-chair Kiser called the meeting to order at 2:15 p.m.
MOTION: Rep. Bush moved to approve the minutes of January 20, 2004. The motion passed unanimously with Reps. Dunnigan, King, and McCartney absent for the vote.
HB0196 Safety Inspection and Emission Amendments (Rep. W. Harper)
Rep. Harper explained the bill to the committee. John Paponicols, Emissions and Inspections, Commissioner Jerry Grover, Utah County Commissioner, Paul Ashton, P. R. O., and Commissioner Steve White, Utah County Commissioner spoke opposing the bill.
MOTION: Rep. Dougall moved to move onto the next item. The motion passed unanuimously with Reps. Dunnigan, King and McCartney absent for the vote.
HB0203 Special Group License Plate (Rep. D. Hogue)
Rep. Hogue explained the bill to the committee. Commissioner Palmer De Paulis, State Tax Commission spoke in favor of the bill.
MOTION: Rep. Dougall moved to pass the bill out favorably. The motion passed unanimously with Reps. Bush, Dunnigan, King, and McCartney absent for the vote.
HB0201 Traffic Signal Preemption Device (Rep. J. Dougall)
Rep. Dougall explained the bill to the committee. Linda Hall, Utah Department of Transportation and Colonel Scott Duncan, Utah Highway Patrol spoke in favor of the bill.
MOTION: Rep. Lockhart moved to pass the bill out favorably. The motion passed unanimously with Reps. King and McCartney absent for the vote.
HB0051 Nonresident User Fee for Off-highway Vehicle Users (Rep. D. Bowman)
Rep. Bowman explained the bill to the committee. Steve Roberts, Parks and Recreation Government Coordinator Division assisted with the presentation. Brian Hawthorne spoke to the bill. H.C. Deutschlandder, Mayor of BrianHead spoke for the bill.
MOTION: Rep. Clark moved to pass the bill out favorably.
SUBSTITUTE MOTION: Rep. Dunnigan moved to amend the bill as follows:
1. Page 1 Line 13 after "vehicles" insert "and decrease the fee to $25"
2. Page 2, Line 57 delete "$20" and insert "$25"
Motion failed with Rep. Dunnigan voting in favor and Rep. Dougal absent for the vote..
MOTION: The original motion passed unanimously with Rep. Dougall absent for the vote.
MOTION: Rep. King moved to adjourn the meeting. Meeting adjourned at 3:55p.m.
