Chair Murray called the meeting to order at 8:05 a. m.
SB0168 Driver License Related Amendments (Sen. C. Walker) (Rep. T. Kiser)
Sen. Walker explained the bill to the committee with the assistance of Bart Blackstock, Drivers Motor Vehicle.
MOTION: Rep. Dunnigan moved to pass the bill out favorably. The motion passed unanimously with Reps. Alexander, Frank, Dougall King, McCartney, Morgan, and Lockhart absent for the vote.
MOTION: Rep. Kiser moved to put the bill on the consent calendar. The motion passed unanimously with Reps. Alexander Frank, Dougall McCartney, Morgan, and King absent for the vote.
HB0327 Impounded Vehicles Amendments (Rep. E. Hutchings)
Rep. Hutchings explained the bill to the committee.
MOTION: Rep. Dunnigan moved to pass the bill out favorably. The motion passed unanimously with Reps. Alexander, McCartney and Morgan absent for the vote.

Rep. Thompson explained the bill to the committee with the assistance of Matt Thrompon, Utah's Immigration Reformation and Enforcement. Ken Wallentine, Law Enforcement Council, Judy Ham, Drivers Licence Bureau, Representive David Ure, David Tores, Luz Robles, Govenor's Hispanic Alusoy Council, Marco Diaz, Tom Ganny, Dan Fellows, Utah Highway Patrol, Robert Gauynos, Tony Yupias, OHA Director, Elizabeth Fox, Shelly Weiss, Mountain Home HSG, Maria Tores, Rep. Goodfellow, Matt Clayton, and Silva Haron, spoke in opposition. David Ward, Homeland Security, Barbara Whitney, Mary Lindsay, Russel Siaz, Peter Anderson, Alexander Sorensa, Charlene Boothe, Darrin Davidson, Steven Staker, and Mike Sizer, UFIRE spoke for the bill.
MOTION: Rep. Dunnigan moved to stop debate. The motion passed with Rep. McCartney voting in opposition.
MOTION: Rep. Dougall moved to pass the bill out favorably.
SUBSTITUTE MOTION: Rep. McCartney moved to hold the bill. The substitute motion failed with Reps. Morgan, McCartney, and King voting in favor and Reps. Alexander, Bird, Bush, Clark, Dougall, Dunnigan, Frank, Lockhart, Kiser, and Murray voting in opposition. The original motion passed with Reps. Alexander, Bird, Bush, Clark, Dougall, Dunnigan, Frank, Lockhart, and Kiser voting in favor and Reps. Morgan, King, McCartney and Murray voting in opposition.
MOTION: Rep. Dougall moved to adjourn the meeting. The motion passed unanimously. The meeting adjourned at 9:30 a.m.
HB0335 Penalty for Using Fake Identification (Rep. B. Goodfellow) was not heard at the meeting.
