Chair Cox called the meeting to order at 9:12 a.m.
MOTION: Rep. Wallace moved to approve the minutes of January 26, 2004.The motion passed unanimously with Rep. Hughes absent for the vote.
H.B. 91 Utah Administrative Rulemaking Act Amendments (Rep. W. Harper)
Rep. Harper introduced the bill which requires state agencies to provide an electronic copy of a proposed rule to the sponsor of the bill that provided the authorization for the proposed rule.
Spoke to the bill: Ken Hansen, Director, Division of Administrative Rules

Spoke in favor of the bill: Gary R. Thorup, Holme Roberts & Owen LLP
MOTION: Rep. Wallace moved to pass the bill out favorably. The motion passed unanimously with Rep. L. Shurtliff. absent for the vote.
MOTION: Mascaro moved to adjourn the meeting. The motion passed unanimously with Rep. Shurtliff absent for the vote.
