A list of visitors and a copy of handouts are filed with the committee minutes.

Committee Chair Hellewell called the meeting to order at 3:15 p.m.

     MOTION: Sen. Walker moved to approve the minutes of January 30, 2004.

    The motion passed unanimously.
        
1.     S.B. 44 Child Care Centers Regulations (P. Hellewell)

    Sen. Hellewell explained the bill assisted by Deborah Tilley, childcare owner, and Johnny     Anderson, Executive Director, Utah Child Care Association.
        
    Iona Thraen, Dept. of Health, spoke in support of the bill.

    Erin Trenbeath, Director, Head Start, and Katie Gregory, citizen, spoke in opposition to the     bill.

     MOTION: Sen. Davis moved to amend the bill and a discussion ensued.

     SUBSTITUTE MOTION: Sen. Mayne moved to pass the bill out favorably.

    The motion passed with Sen. Davis voting in opposition.


2.     S.B. 127 Safeguarding Personal Information (M. Waddoups)

    
The bill was not heard.

3.    S.B. 149 Pete Suazo Utah Athletic Commission Act Amendments (E. Mayne)

    
Sen. Mayne explained the bill.

     MOTION: Sen. Hatch moved to pass the bill out favorably.

    The motion passed unanimously.

4.    H.B. 209 Licensing of Plumbing and Electrical Trades (S. Clark)

    Craig Jackson, DOPL, explained and spoke in support of the bill.

    Brad Stevens, Utah Electrical Association, spoke in support of the bill.

     MOTION: Sen. Mayne moved to pass the bill out favorably.

    The motion passed unanimously.

     MOTION: Sen.Mayne moved to adjourn.

    The motion passed unanimously.

    Chair Hellewell adjourned the meeting at 4:15 p.m.
