Committee Chair Wright called the meeting to order at 8:05 a.m.

1.     S.B. 22 Administrative Rules Reauthorization (H. Stephenson)
    
    
Sen. Stephenson requested that the bill not be considered today.

2.    S.B. 109 Individual Income Tax Contributions for Education (D. Thomas)

    Sen. Thomas explained the bill provides an income tax checkoff for the Uniform School Fund.

    Pam Henkrickson, Utah Tax Commission, commented on the bill.

     MOTION: Sen. Killpack moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Buttars and Sen. Hale absent for the vote.



3.    H.B. 14 Repeal of Education Mandates (M. Dayton)

    Rep. Dayton introduced Patrick Ogden, Utah State Office of Education, who explained why textbook reporting and requirements on school building utilization should be repealed.

     MOTION: Sen. Arent moved to pass the bill out with a favorable recommendation.

    The motion passed unanimously with Sen. Buttars absent for the vote.

4.    H.B. 6 Repeal of Utah Interstate Commission for Cooperation in Higher Education
    (D. Bush)

    Rep. Bush said the bill repeals an obsolete section in the Higher Education title.

     MOTION: Sen. Arent moved to pass the bill out with a favorable recommendation.

     The motion passed unanimously.

5.    H.J.R. 2 Resolution of Legislative Support for Music and Other Fine Arts Programs in Public Schools (R. Bigelow)

    Rep. Bigelow said the resolution expresses legislative support for fine arts programs in public schools.

     MOTION: Sen. Killpack moved to pass the bill out favorably.

    The motion passed unanimously.

6.    S.B. 112 Uniform Anatomical Gift Act Amendments (K. Hale)

    Sen. Hale discussed the changes the bill makes to the Uniform Anatomical Gift Act.

    The following spoke in support of the bill:
    Ray Jessen, Executive Director, Utah Lions Eye Bank, University of Utah
    Alex McDonald, Director of Education, Intermountain Donor Services

     MOTION: Sen. Arent moved to pass the bill out with a favorable recommendation.

    The motion passed unanimously.




     MOTION: Sen. Hale moved to adjourn. The motion passed unanimously.

    Chair Wright adjourned the meeting at 8:50 a.m.
