Committee Chair Wright called the meeting to order at 8:15 a.m.

MOTION: Sen.Killpack moved to approve the minutes of February 3, 2004.
        The motion passed unanimously.

1.    S.J.R 7 Resolution Recognizing Sugar House Sesquicentennial (G. Davis)
    
    Sen. Davis said the resolution recognizes a community that will be 150 years old.





    The following spoke in favor of the resolution:
        Helen Peters, Sugarhouse Community Council
        Gary Thorup. former Sugarhouse resident
        David Buhler, Salt Lake City Council

    MOTION: Sen. Arent moved to the pass the resolution out with a favorable recommendation.

    The motion passed unanimously.

2.    S.C.R. 4 Resolution Recognizing 50th Anniversary of Landmark Case of Brown V. Board of Education (J. Evans)

    Sen. Evans said the resolution recognizes the 50th anniversary of Brown v. Board of Education.

    The following spoke in support of the resolution:
        Francis Davis, Pastor, Calvary Baptist Church
        Bonnie Dew, Director, State Office of Black Affairs
        Ross Romero, Utah Minority Bar Assn.
        
     MOTION: Sen. Arent moved to pass the resolution out favorably.

    The motion passed unanimously.

3.    S.B. 40 Cesar Chavez Scholarship Program (J. Evans)

     MOTION: Sen. Arent moved to amend the bill as follows:

     Page 1, Line 16:    Delete "appropriates money for the Cesar Chavez Scholarship Program;"

     Page 1, Lines 19 - 20:    Delete lines 19 -20 and insert "None"

     Page 6, Lines 180 - 182:    Delete lines 180 -182.

     Page 7, Line 183 - 186:    Delete lines 183 - 186.
    




    The motion passed unanimously.

    Sen. Evans said the bill creates the Cesar Chavez Scholarship Program within an existing financial aid program.

    Dave Buhler, Office of the Commissioner of Higher Education, commented on the bill.

    Yvette Donosso Diaz, Utah State Bar Commission, spoke in favor of the bill.

     MOTION: Sen. Hale moved to pass the bill out favorably.

    The motion passed unanimously.

4.    H.B. 65 Tuition Waiver for Purple Heart Recipients (G. Hughes)

    Rep. Hughes said the bill provides a tuition waiver for veterans who are Purple Heart recipients.

    Art Kimball, Special Forces Association, spoke in favor of the bill.

     MOTION: Sen. Arent moved to pass the bill out with a favorable recommendation.

    The motion passed unanimously.

5.    S.B. 39 State and School Recognition of Cesar Chavez (J. Evans)

    Sen. Evans explained the bill which provides for a day to commemorate Cesar Chavez.

    A handout on the bill was distributed to committee members.

    The following spoke in support of the bill:

        Michael Stiles, Martin Luther King Commission
        Sandra Plazas, Mother and Editor of Mundo Hispanic Newspaper        

     MOTION: Sen. Arent moved to pass the bill out with a favorable recommendation.
    The motion passed unanimously.

    MOTION: Sen. Arent moved to adjourn at 9:20 a.m. The Motion passed unanimously.




Chair Wright adjourned the meeting at 9:20 a.m.
