Committee Chair Wright called the meeting to order at 8:15 a.m.
MOTION: Sen.Killpack moved to approve the minutes of February 3, 2004.
The motion passed unanimously with Sen. Buttars absent for the vote.
1. S.B. 185 Public Education Amendments (T. Hatch)
Sen. Hatch said the bill fine tunes the changes made by S.B. 154 in the last General Session, including modification of the nominating and recruiting committee that selects candidates for the State Board of Education.

2. S.B. 22 Administrative Rules Reauthorization (H. Stephenson)
Sen. Stephenson said the bill reauthorizes all state agency administrative rules except those enumerated.
MOTION: Sen. Stephenson moved to amend the bill as follows:
1. Page 1, Lines 21 through 27 :
21 Section 1. Rules reauthorized.
22 All rules of the state are reauthorized except for the following:
23 (1) R156-73-601, Commerce, Occupational and Professional Licensing, Chiropractic
24 Physician Practice Act Rules; and

3. S.B. 154 School Building Legislative Task Force (H. Stephenson)
Sen. Stephenson said the bill creates the School Building Legislative Task Force.
Chad Harris, Utah School Boards Association, spoke in opposition to the bill.
MOTION: Sen. Buttars moved to pass the bill out favorably.
The motion passed unanimously with Sen. Gladwell and Sen. Hale absent for the vote.
4. S.B. 51 Education Technology Support for Testing Initiative (L. Blackham)
Sen. Blackham said the bill creates a program to award grants to school districts and charter schools for electronic test administration and scoring.
Gary Cameron, Utah School Superintendents Association, spoke in support of the bill.
John DeJong, Salt Lake City School District, spoke in opposition to the bill.
MOTION: Sen. Stephenson moved to pass the bill out favorably.
The motion passed unanimously with Sen. Buttars, Sen. Gladwell, and Sen. Hale absent for the vote.
