Committee Chair Wright called the meeting to order at 8:15 a.m.
MOTION: Sen. Hale moved to approve the minutes of February 10, 2004.
The motion passed unanimously with Sen. Stephenson absent for the vote.
1. S.B. 156 Substitute Teachers Volunteer Program (J. Evans)
MOTION: Sen. Arent moved to amend the bill as follows:
1. Page 1, Lines 9 through 10 :
9 This bill amends the State System of Public Education Code by creating a pilot program
10 to recruit professionals to volunteer as substitute teachers
or teachers'
assistants
.
2. Page 1, Lines 13 through 14 :
13 . creates a pilot program to recruit individuals from a variety of professions to
14 volunteer at least one day per year as a substitute teacher
or teacher's
assistant

The motion passed unanimously.
Sen. Evans said the bill creates a pilot program to recruit professionals to volunteer as substitute teachers.
Ken Zanger, American Federation of Teachers, asked a question of the sponsor.
Gary Cameron, Utah School Boards Association, spoke in favor of the bill.
MOTION: Sen. Hale moved to pass the bill out with a favorable recommendation.
The motion passed unanimously.
2. S.B. 61 Acceptance of Federally Funded Breakfast Program for Children (P. Julander)
Sen. Wright announced that the sponsor requested the bill be considered at a later date.
3. H.C.R. 7 Resolution Recognizing Legislators Back to School Week (K. Holdaway)
Rep. Holdaway explained the resolution recognizes support for America's Legislators Back to School Week.
MOTION: Sen. Buttars moved to pass the resolution out favorably.
The motion passed unanimously.
4. H.B. 46 Appropriation for School Districts Impacted by Fee Waivers (L. Shurtliff)
Rep. Shurtliff explained the bill provides a partial reimbursement to school districts for fee waivers.
The following spoke in support of the bill:

MOTION: Sen. Arent moved to pass the bill out with a favorable recommendation.
The motion passed with Sen. Stephenson and Sen. Wright voting in opposition.
MOTION: Sen. Arent moved to adjourn.
The motion passed unanimously.
Sen Wright adjourned the meeting at 8:55 a.m.
