Committee Chair Wright called the meeting to order at 9:15 a.m.
MOTION: Sen Arent moved to approve the minutes of February 12, 2004.
The motion passed with Sen. Buttars and Sen. Killpack absent for the vote.
1. S.B. 230 Performance Plus - Reading Achievement (J. Evans)
Sen. Evans said the bill creates a kindergarten through grade 3 reading program and appropriates money for the program. Darryl White, Governor's Office, assisted in the presentation.

MOTION: Sen. Hale moved to pass the bill out favorably.

2. S.B. 207 Office of Museum Services Amendments (R. Allen)
MOTION: Sen. Arent moved to adopt 1st Substitute S.B. 207.
The motion passed unanimously.
MOTION: Sen. Arent moved to hold 1st Substitute S.B. 207.
The motion passed unanimously.
3. H.B. 214 School and Institutional Trust Lands - Clarifying References to Rules and Policies (J. Gowans)
Rep. Gowans said the bill clarifies the authority of the School and Institutional Trust Lands Administration to make rules.
MOTION: Sen. Arent moved to pass the bill out with a favorable recommendation.
The motion passed unanimously with Sen. Buttars and Sen. Hale absent for the vote.
MOTION: Sen. Arent moved to adjourn.
The motion passed unanimously.
