Committee Chair Wright called the meeting to order at 4:15 p.m.

MOTION: Sen. Arent moved to approve the minutes of February 20, 2004.

The motion passed unanimously.

1.    S.B. 205 Certification of Crane Operators (G. Davis)

    Sen. Davis said the bill requires crane operators to be certified.

    Phillip Kenzer, CCO, answered committee members' questions.

     MOTION: Sen. Arent moved to pass the bill out with a favorable recommendation.

    The motion passed with Sen. Wright voting against the motion.

2.    S.B. 207S01 Office of Museum Services Amendments (R. Allen)

    Sen. Allen said the bill establishes the Utah Museum of Fine Arts as a state general and multi cultural art museum.



     MOTION: Sen. Arent moved to amend the bill as follows:

    Page 1, Line 9:     After "Arts" insert "as"

    Page 2, Line 35:    After "(b)" delete "the only" and insert "a"

    The motion passed unanimously.

     MOTION: Sen. Hale moved to pass the bill out favorably as amended.

    The motion passed unanimously.

     MOTION: Sen. Hale moved to place the bill on the consent calendar.
    
    The motion passed unanimously.

3.    H.B. 164S01 Resident Tuition Status for National Guard Members (B. King)

    MOTION: Sen. Hale moved to amend the bill as follows:

    Page 2, Lines 39-40:    Delete "under a call by the governor"

    The motion passed unanimously.

     MOTION: Sen. Arent moved to pass the bill out favorably as amended.

    The motion passed unanimously.

     MOTION: Sen. Arent moved to place the bill on the consent calendar.

    The motion pass unanimously.

4.    H.B. 237 Department of Corrections - Therapy Provider Qualifications ( D. Bourdeaux)

    Rep. Bourdeaux said the bill amends the authority to approve mental health professionals for evaluation of certain sex offenders.

     MOTION: Sen. Killpack moved to pass the bill out favorably.

    The motion passed unanimously.


     MOTION: Sen. Arent moved to place the bill on the consent calendar.

    The motion passed unanimously.

5.    H.B. 199S01 Disruption of Activities in or Near School Building (C. Moss)

    Rep. Moss said the bill creates the offense of interfering with the peaceful activities of a school for kindergarten through 12th grade.

     MOTION: Sen. Arent moved to pass the bill out favorably.

    The motion passed unanimously.

MOTION: Sen. Killpack moved to adjourn the meeting.

The motion passed unanimously.

Chair Wright adjourned the meeting at 4:45 p.m.
