Committee Chair Walker called the meeting to order at 2:20 p.m.

    Sen. Eastman assumed the chair from Sen. Walker.


1.    S.B. 9 Property Rights Amendments (C. Walker)

    
Sen. Walker introduced the bill. Craig Call, Private Property Ombudsman for the State of Utah assisted in the presentation. A handout was distributed.

    Gary Crane, Layton City Attorney, and Chris Kyler, Utah Association of Realtors, spoke in     support of the bill .

    MOTION:
Sen. Arent moved to pass S.B. 9 out with a favorable recommendation.

    The motion passed unanimously.



    
    Sen. Walker assumed the chair from Sen. Eastman.

2.    S.B. 10 Amendments to Local Referendum Process (J. Hickman)

    Sen. Hickman introduced the bill.

    Jodi Hoffman, Utah League of Cities and Towns, expressed concerns with the bill.

     MOTION: Sen. Eastman moved to pass S.B. 10 out with a favorable recommendation, with     the suggestion that Sen. Hickman and Sen. Evans meet with Ms. Hoffman to consider     differences.

    
The motion passed unanimously.

3.    S.B. 85 Political Activities of Public Entities Amendments (D. Thomas)

    
Sen. David Thomas introduced the bill.

    
Lorna Rosenstein, Davis County taxpayer, spoke in support of the bill.

     MOTION: Sen. Hickman moved to pass S.B. 85 out with a favorable recommendation.

     SUBSTITUTE MOTION: Sen. Arent moved to amend S.B. 85 as follows:

    1. Page 3, Lines 79-80:         Delete lines 79 and 80.

    The motion failed, with Sen. Walker, Sen. Eastman, Sen. Evans and Sen. Hickman voting in     opposition.

    The original motion passed unanimously.

4.    S.B. 18 Municipal Annexation Provisions in First Class Counties (P. Arent)

    Sen. Arent introduced the bill. Jodi Hoffman, Utah League of Cities and Towns; Jan Wells,     Deputy for Legislation, Murray City; and Kara Trevino, Salt Lake County Mayor's Office, participated in the presentation. A handout was distributed.

    Roger Ball, taxpayer, spoke in support of the bill.




     MOTION: Sen. Hale moved to pass S.B. 18 out with a favorable recommendation.

    The motion passed unanimously.

     MOTION: Sen. Hickman moved to adjourn.

    The motion passed unanimously.

    Committee Chair Walker adjourned the meeting at 3:15 p.m.
