Committee Chair Walker called the meeting to order at 8:14 a.m.

1.     Approval of Minutes

     MOTION: Sen. Hickman moved to approve the minutes of February 9, 2004.

    The motion passed unanimously with Sen B. Evans absent at the time of voting.

2.    H.J.R. 3 Resolution Urging Congress to Consider Withdrawing the United States from     the United Nations (D. Bush)

    Rep. Don Bush introduced the bill and distributed two handouts. Sen. David Thomas assisted in the presentation.


    The following spoke in support of the bill:

    Rep. Greg Hughes
    Vickie Peterson, former UN lobbyist, Eagle Forum
    Dean Lindsay, Get Us Out Committee
    
    The following spoke in opposition to the bill and distributed handouts:
    Pat Cutting, United Nations Association of Utah
    Kathy Hurvat, United Nations Association of Utah

     MOTION: Sen. Knudson moved to pass H.J.R. 3 out with a favorable recommendation.
    
    The motion failed, with Sen. Walker, Sen. Arent and Sen. B. Evans voting in opposition and     Sen. Hale absent for the vote.

    Sen. Knudson assumed the chair from Sen. Walker

3.    H.B. 181S1 Fluorine Cost Requirements (M. Morley)

    Rep. Michael Morley introduced the bill.

    Gary Crane, Layton City Attorney, and Lorna Rosenstein, Citizen of Davis County, spoke in     support of the bill.

    David Irvine, Utahns for Better Dental Health, and Patti Pavey, Executive Director, Salt Lake County Health Department, spoke in opposition to the bill.

    John Fellows, Associate General Counsel, Legislative Research, answered questions.

     MOTION: Sen. Hickman moved to table H.B. 181S1.

    The motion passed unanimously with Sen. Walker absent at the time of voting.

4.    S.B. 184 Interlocal Cooperation Act Amendments (G. Bell)

    Sen. Gregory Bell introduced the bill, assisted by Gary Crane.

     MOTION: Sen. Arent moved to pass S.B. 184 out with a favorable recommendation.

    The motion passed unanimously with Sen. Walker absent at the time of voting.


     MOTION: Sen. Arent moved to adjourn.

    The motion passed unanimously with Sen. Walker absent at the time of voting.

    Acting Committee Chair Knudson adjourned the meeting at 9:55 a.m.
