Sen. J. Evans called the meeting to order at 2:35 p.m.

    MOTION: Sen. J. Evans moved to approve the minutes of January 26th. and 28th.

    The motion passed with Sen. Allen, Sen. Blackham, Sen. B. Evans, Sen. Jenkins and Sen.     Knudson absent at the time of the vote.
    
1.    H.B. 41 HEALTH INSURANCE COVERAGE FOR DEPENDENTS (Rep. J. Buffmire)

    Rep. Buffmire presented the bill to the committee.

    Kelly Atkinson, Utah Health Insurance Association, spoke to the bill.

     MOTION: Sen. Thomas moved to pass H. B. 41 out of committee with a favorable     recommendation.
    
    The motion passed with Sen. Jenkins and Sen. Allen absent for the vote.


    Sen. Julander assumed the chair.     
2.    H.B. 48 COLLECTION OF INFORMATION BY DEPARTMENT OF HEALTH     (Rep. D. Hogue)

    
Sen. J. Evans presented the bill to the committee.

     MOTION: Sen. J. Evans moved to pass H. B. 48 out of committee with a favorable     recommendation.

    The motion passed unanimously with Sen. Allen and Sen. Jenkins absent for the vote.

3.    S,B, 135 CENTER FOR MULTICULTURAL HEALTH (Sen. J. Evans)

    
Sen. J. Evans presented the bill to the committee.

    Luz Robles, Hispanic Advisory Council; Melissa Zuito, RN; Lisa Roush, Advocate for the     Deaf; Jesse M. Soriano, Ethnic Health Advisory Committee; Deborah Hinton, Latino     Advocacy; Tony Yapias, Office of Hispanic Affairs; and Judi Hilman, Utah Issues, spoke     in favor of the bill.

     MOTION: Sen. Jenkins moved to pass S.B.135 out of committee with a favorable     recommendation.

    The motion passed unanimously with Sen. Allen absent for the vote.

4.    S.B. 134 GOVERNORS COMMISSION ON WOMEN AND FAMILIES (Sen. C.     Walker)

    
Sen. Walker presented the bill to the committee.

     MOTION: Sen. Jenkins moved to amend S.B. 134 as follows:

1.    Page 2, Lines 50 through 51 :    

             50          (c) Members may [serve two consecutive appointments] be reappointed at the
             51      governor's discretion.
  (d) In making appointments, the governor shall insure that the membership reflects political diversity.      


2.    Page 3, Lines 59 through 67 :    

             59          63-47-3. Qualifications of members.
             60          
[[  (1) Not more than [ten] eight members of the commission may be from one political   ]]

[[  party. [Members shall be appointed from persons with]   ]]

             62          
[[  (2)   ]]       (1)       Members appointed to the commission shall have the following qualifications:

             63          (a) a demonstrated record of leadership and involvement[,]; and
             64          (b) a willingness to make a commitment to the furtherance of the purposes of the
             65      commission.

[[  (3)   ]]       (2)       The commission [shall] may make recommendations to the governor concerning

             67      appointment of members.

    
The motion passed unanimously .

     The motion passed unanimously.
