Sen. J. Evans called the meeting to order at 4:23 a.m.
    
1.    S.B. 221 MATERNITY HEALTH CARE (Sen. E. Mayne)

    Sen. Mayne presented the bill to the committee.

    Tom Bingham, Utah Manufacturing Association, spoke to the bill.

     MOTION: Sen. Thomas moved to pass S.B. 221 out of committee with a favorable     recommendation.

    The motion passed with Sen. B. Evans voting in opposition and Sen. Allen absent for the     vote.
    
2.    1st SUB. H.B. 54 VIDEOTAPE OF MINORS (Rep. W. Harper)

    
Rep. Harper presented the bill to the committee.

    MOTION:
Sen. Thomas moved to amend 1st Sub. H. B. 54 as follows:



1.    Page 2, Lines 34i through 34k
    House Floor Amendments
    2-10-2004:
    Delete lines 34i through 34k.
    
    
The motion passed unanimously with Sen. Allen absent for the vote.
    
    Paul Parker, Salt Lake County Deputy Attorney, and Carol Paige, Davis County     Commissioner, spoke in opposition     to the bill.      Candace Daly, citizen, and Katy Gregory, Voices for Utah Children, spoke in support.

     MOTION: Sen. Jenkins moved to pass 1st Sub. H.B. 54, as amended, out of committee     with a favorable recommendation.

    The motion passed with Sen. Allen and Sen. B. Evans voting in opposition.

3.    H.J.R. 16 RESOLUTION AMENDING RULES OF CIVIL PROCEDURE (Rep. G.     Curtis)

    
Rep. Curtis presented the bill to the committee.

    Mark Shurtleff, Attorney General, spoke to the bill.

    MOTION:
Sen. Thomas moved to pass H.J.R. 16 out of committee with a favorable     recommendation.

    The motion passed unanimously.

     MOTION: Sen. Thomas moved to adjourn.

    The motion passed unanimously.

    Chair J. Evans adjourned the meeting at 5:20 p.m.
