Committee Chair Bell called the meeting to order at 8:07 a.m.
        
1.     S.B. 69 Partial Birth Abortion Amendments (C. Bramble)
    
    Sen. Curtis Bramble introduced the bill. Kim Worthlin, Assistant Vice President, Health     Sciences, University of Utah assisted in the presentation.

     MOTION: Sen. Bramble moved to adopt 1st Substitute S.B. 69.
    
    The motion passed unanimously with, Sen. Evans and Gladwell absent for the vote.




    The following people spoke in support of the bill:

     MOTION: Sen. Buttars moved to pass S.B. 69 out with a favorable recommendation.

    The motion passed with, Sen. Arent and Sen. Dmitrich voting in opposition.     
    
2. S.B. 68 Prohibition of Public Funding for Abortion (C. Bramble)

    Sen. Bramble introduced the bill. Kim Worthlin, Assistant Vice President, Health     Sciences, University of Utah assisted in the presentation.

    The following people spoke in support of the bill:

     MOTION: Sen. Gladwell moved to pass 1st Substitute S.B. 68 out with a favorable     recommendation.
        
    The motion passed with, Sen. Arent and Sen. Dmitrich voting in opposition.

3. S.B. 12 Transportation of Children for Parent-Time

    Sen. Arent presented the bill.

     MOTION: Sen. Arent moved to amend S.B. 12 as follows:

    

1.    Page 2, Lines 39 through 51 :    

                      (4) [the noncustodial parent shall pick up the child at the times specified and return the
                  child at the times specified, and the child's regular school hours shall not be interrupted] the
                  responsibility for the pick up, delivery, and return of the child shall be determined by the court


                 
[[   at the time   ]]        when       the parent-time order is entered,        and may be changed at any time a subsequent modification is made to the parent-time order;            [[   and the child's regular school hours shall not be

                  interrupted;  
]]

                      (5) if the noncustodial parent will be providing transportation, the custodial parent
                  shall have the child ready for parent-time at the time [he] the child is to be picked up and shall
                  be present at the custodial home or shall make reasonable alternate arrangements to receive the
                  child at the time [he] the child is returned;
                      (6) if the custodial parent will be transporting the child, the noncustodial parent shall
                  be at the appointed place at the time the noncustodial parent is to receive the child, and have
                  the child ready to be picked up at the appointed time and place, or have made reasonable
                  alternate arrangements for the custodial parent to pick up the child;
    
  (7) regular school hours may not be interrupted for a school-age child for the exercise of parent-time by either parent;      


    Renumber remaining subsections accordingly.


    The motion passed unanimously.

     MOTION: Sen. Hillyard moved to pass S.B. 12, as amended, out with a favorable     recommendation.

    The motion passed unanimously.


     MOTION: Sen. Gladwell moved to adjourn.

    The motion passed unanimously.

    Committee Chair Bell adjourned the meeting at 9:58 a.m.
