The meeting was called to order by Chair Evans at 8:32 a.m.

1. S.B. 138    Fishing and Hunting License Amendments (Sen. D. Gladwell)

Sen. David Gladwell asked to adopt a substituted bill.

MOTION: Sen. Hatch moved to removed in title and body S.B. 138 and insert in its place 1st Substitute S.B. 138 Fishing and Hunting License Amendments (Sen. D. Gladwell).

The motion passed unanimously with Sen Julander absent at the time of the vote.

Sen. Gladwell presented the substitute bill. Miles Moretti, Assistant Director, Utah Department of Wildlife Resources, spoke in support.

MOTION: Sen. Hatch moved to send 1st Substitute S.B. 138 Fishing and Hunting License Amendments out with a favorable recommendation.



The motion passed unanimously with Sen. Julander absent at the time of the vote.

2. H.B. 55 School and Institutional Trust Land Amendments (Rep. M. Noel

Sen. Hatch and Rep. Michael E. Noel presented the bill. Kevin Carter, Director, School and Institutional Trust Land Administration, and Karen Ruffin, Utah PTA, spoke in support.

MOTION: Sen. Blackham moved to pass H.B. 55 School and Institutional Trust Land Amendments (Rep. M. Noel) out with a favorable recommendation.

The motion passed unanimously.

3. H. B. 58 Trust Lands Administration (Rep. D. Bowman)

Rep. DeMar Bud Bowman presented the bill. Mr. Carter spoke in support.

Sen. Evans turned the chair to Sen. Julander

Rulon Gill, a member of the Broad of Trustees of the School Trust Lands spoke in support.

MOTION: Sen. Hatch moved to pass H.B. 58 Trust Lands Administration (Rep. D. Bowman) out with a favorable recommendation.

The motion passed unanimously with Sen. Evans absent at the time of the vote.

MOTION: Sen. Hatch moved to place H.B. 58 Trust Lands Administration (Rep. D. Bowman) on the
Consent Calendar.

The motion passed unanimously with Sen. Evans absent at the time of the vote.

MOTION: Sen. Hatch moved to place H.B. 55 School and Institutional Trust Land Amendments (Rep. M. Noel) on the Consent Calendar.

The motion passed unanimously with Sen. Evans absent at the time of the vote.

4. H. B. 80 Wildlife License Agents - Penalties for Violations (Rep. B. Last)

Rep. Bradley G. Last presented the bill. Mr. Moretti spoke in support. Mike Fowlks and Gregory Sheehan of the Department of Wildlife Resources answered questions from the committee regarding the bill.

MOTION: Sen. Hatch moved to pass H. B. 80 Wildlife License Agents - Penalties for Violations (Rep. B. Last) out with a favorable recommendation.

The motion passed with Sen. Blackham, Sen. Hatch, and Sen. Julander voting in favor; Sen. Hellewell and Sen. Jenkins voting against; and Sen. Evans absent at the time of the vote.

MOTION: Sen. Blackham moved to adjourn.



The motion passed unanimously with Sen. Evans absent at the time of the vote.

The meeting adjourned at 9:10 a.m.
