The meeting was called to order by Chair Evans at 4:25 p.m.
1. S.B. 187 Water Conservancy Districts Trustees (Sen. H. Stephenson)
Sen. Howard Peterson presented the bill. Fred Finlinson, Central Water Recovery Conservancy District spoke in support.
2. S.B. 151 Waste Water Amendments (Sen. D. Thomas)
Sen. David Thomas presented a substitute bill.
MOTION: Sen. Blackham moved to substitute S.B. 151 Waste Water Amendments and replace it with 1st Substitute S.B. 151 Waste Water Amendments.
The motion passed unanimously.
John Mabey, Water Attorney, Sandy City, explained the substitute bill. Sen. Thomas proposed an amendment.
MOTION: Sen. Blackham moved to amend 1st Substitute S. B. 151 Waste Water Amendments with the following amendment:
Page 4, Line 101: After "owned" insert ", leased, or managed"
The motion passed unanimously.
MOTION: Sen. Wright moved to approve the minutes of 1-29-04 and 2-02-04.
The motion passed unanimously.
MOTION: Sen. Wright moved to pass S.B. 187 Water Conservancy Districts Trustees (Sen. H. Stephenson) out with a favorable recommendation.
The motion passed unanimously.
Further discussion was held on S. B. 151 with Jerry Olds, State Engineer answering committee questions.
Patrick Casaday, Utah League of Cities and Towns and Mark Cram, Riverton City Manager, spoke in suppport. Fred W. Finlayson, representing the Central Water Recovery Conservancy District; Leland Myers, Central Davis Sewer District Manager; and Mark H. Anderson, General Council for UASD, CWSID, SDSD, and KID, spoke in opposition.
The bill was held with no vote taken.
MOTION: Sen. Jenkins moved to adjourn.
The motion passed unanimously with Sen. Davis absent at the time of the vote.
Chair Evans adjourned the meeting at 5:53 p.m.
