A list of visitors and a copy of handouts are filed with the committee minutes.

Committee Chair Killpack called the meeting to order at 8:10 a.m.

     MOTION: Sen. Walker moved to approve the minutes of January 27, 2004.

     The motion passed unanimously with Sen. Eastman absent for the vote.
    
1.      S.B. 20 Driving Under the Influence Amendments (C. Walker)

    
MOTION: Sen. Walker moved to adopt 1st Sub. S.B. 20.

    The motion passed unanimously with Sen. Stephenson absent for the vote.

    Sen. Walker explained the bill assisted by Ron Gordon, Dir., Utah Sentencing Commission.

    Janie Brown, Mothers against Drunk Drivers, and Anna Kay Waddoups, Chair., Drivers     Under the Influence Subcommittee, spoke in support of the bill.

     MOTION: Sen. Eastman moved to pass 1st Sub. S.B. 20 out favorably.

    The motion passed unanimously with Sen. Stephenson absent for the vote.



2.    S.B. 71 Safety Belt Enforcement

Sen. Hale explained the bill and handouts were distributed.

    Art Bown, MADD; Doug Nelson, Emergency Room Physician; Val Shupe, Pres., Utah     Chiefs of Police; Janet Brooks, Child Advocacy Chairman, Primary Children's Medical     Center; Rolayne Fairclough, Public Affairs/Legislative Analyst, AAA Utah; Sgt. Lee     Perry, Highway Patrol; and Chris Purcell, State Farm Ins., spoke in support of the bill.

    Louise Harmon, Citizen, spoke in opposition to the bill.

     MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed unanimously.

3.    H.B. 178 Motor Vehicle Purchase Amendments (D. Bush)

    
Rep. Bush explained the bill.

    Wayne Jones, Independent Auto Dealers, spoke in support of the bill.

     MOTION: Sen. Hale moved to pass the bill out favorably.

    The motion passed unanimously.

4.    H.B. 10 State Highway System Changes (J. Dougall)

    
Rep. Dougall explained the bill.

     MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed unanimously.

     MOTION: Sen. Hale moved that the bill be placed on the Consent Calendar.

    The motion passed unanimously.

5.    H.B 201 Traffic Signal Preemption Device (J. Dougall)

    
Rep. Dougall explained the bill.




    Michael Larsen, Chief of Police, Orem, and Scott Duncan, Utah Highway Patrol, spoke in     support of the bill.

     MOTION: Sen. Hale moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Eastman absent for the vote.

     MOTION: Sen. Hale moved to place the bill on the Consent Calendar.

    The motion passed unanimously with Sen. Eastman absent for the vote.

6.    H.B. 203 Special Group License Plate (D. Hogue)

    At the request of the sponsor, the bill was presented by Sen. Eastman.

     MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed unanimously.

Chair Killpack announced that H.B. 23 Joint Transportation Planning Amendments
(R. Lockhart)
would not be heard today.

     MOTION: Sen. Eastman moved to adjourn.

    The motion passed unanimously.

    Chair Killpack adjourned the meeting at 9:35 a.m.
