Committee Chair Killpack called the meeting to order at 9:05 a.m.

     MOTION: Sen. Walker moved to approve the minutes of February 16, 2004.

     The motion passed unanimously with Sen. Stephenson absent for the vote.
    
1.    S.B. 213 Motor Vehicles - Clean Air Discounts (G. Davis)

    
Sen. Davis explained the bill.

    Beverly Miller, Salt Lake Clean Cities, spoke in opposition to the bill.

    Craig Bickmore, Utah Auto Dealers Association, spoke in support of the bill.

    Bruce Johnson, Commissioner, Utah State Tax Commission, spoke to the bill.     
    
Glade Sowards, Analyst, Utah Energy Office, expressed concerns about the bill.




    
MOTION: Sen. Eastman moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Stephenson absent for the vote.

2. H.B. 161 Law Enforcement Amendments (C. Moss)

    Rep. Moss explained the bill.

     MOTION: Sen. Hale moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Stephenson absent for the vote.

     MOTION: Sen. Hale moved that the bill be placed on the Consent Calendar.

    The motion passed unanimously with Sen. Stephenson absent for the vote.

     MOTION: Sen. Walker moved to adjourn.

    The motion passed unanimously with Sen. Stephenson absent for the vote.
