Acting Chair Hillyard called the meeting to order at 2:17 p.m.

    Sen. Hillyard assumed the Chair in the absence of Chair Thomas. Chair Thomas was     excused due to illness.
    
1.     S.B. 43 Recreational Therapy Practice Amendments (G. Davis)

    
MOTION: Sen. Julander moved to accept the following amendments to S.B. 43:

    1.    Page 2, line 54:    Delete "need" and insert "interests and needs"

    2.    Page6, line 154:    After "limitations" insert "interests"

    The motion passed unanimously with Sens. Jenkins and Valentine absent for the vote.

    Sen. Davis presented the bill.



    Trish DeYoung, representing Utah Recreational Therapy Association, explained     the bill and responded to questions by Committee members.

    Ray Walker, Division of Occupational and Professional Licensing, spoke in support of     the bill.

    Dirk Anjewierden, Executive Director, Utah Healthcare Association, spoke in support of     the bill.

     MOTION: Sen. Julander moved to pass S.B. 43, as amended, out of committee with a     favorable recommendation.

    The motion passed unanimously with Sens. Jenkins and Valentine absent for the vote.

    Acting Chair Hillyard stated that the Committee will recess until enough Senators return     to constitute a quorum.

    Acting Chair Hillyard called the meeting to order.

2.    S.B. 5 Employment Security Modifications (S. Jenkins)

    
Sarah Brenna, Legislative Director, Workforce Services, explained the bill.

    Christopher Love, Director, Unemployment Insurance, Department of Workforce     Services, spoke to the bill.

     MOTION: Sen. Julander moved to pass S.B. 5 out of committee with a favorable     recommendation.

    The motion passed unanimously with Sen. Valentine absent for the vote.

3.    S.B. 111 Mechanics' Liens Amendments (S. Jenkins)

    
Sen. Jenkins explained the bill and responded to questions from Committee members.

     MOTION: Sen. Valentine moved to amend the bill by adding the word "or" after     subcontractor on Line 30.

    Sen. Valentine withdrew the motion after clarification by Acting Chair Hillyard.

    Todd Bingham, Associated Builders and Contractors, spoke against the bill.

    Tasman Biesinger, Utah Home Builders Association, spoke against the bill.



     MOTION: Sen. Valentine moved to place S.B. 111 first on the agenda for the next     meeting.

    The motion passed unanimously with Sen. Julander absent for the vote.

     MOTION: Sen. Killpack moved to adjourn the meeting.

    The motion passed unanimously with Sen. Julander absent for the vote.

    Acting Chair Hillyard adjourned the meeting at 2:55 p.m.
