Chair Thomas called the meeting to order at 3:20 p.m.

    
1. Approval of minutes

    
MOTION:
Sen. Julander moved to approve the minutes of the January 20, 2004     meeting.

    The motion passed unanimously with Sens. Hillyard, Jenkins and Mayne absent at the     time of voting.

     MOTION: Sen. Julander moved to approve the minutes of the January 23, 2004     meeting.

    The motion passed unanimously with Sens. Hillyard, Jenkins and Mayne absent at the     time of voting.

2.    H.B. 19    Employment Support Act Amendments (Rep. D. Cox)

    
Rep. Cox presented the bill.


    Sarah Brenna, Department of Workforce Services, explained the bill and responded to     questions from Committee members.

     MOTION: Sen. Julander moved to pass H.B. 19 out of committee with a favorable     recommendation.

    The motion passed unanimously with Sens. Hillyard and Mayne absent at the time of     voting.

3.    S.B. 111    Mechanics' Liens Amendments (Sen. S. Jenkins)

    
Sen. Jenkins presented the bill. He stated that he will present an amendment on the floor.

     MOTION: Sen. Valentine moved to pass S.B. 111 out of committee with a favorable     recommendation with the understanding that an amendment would be presented on the floor at the time of presentation of the bill.

     SUBSTITUTE MOTION: Sen. Julander moved to request the sponsor to amend S.B.     111 and come back to the Committee and present the amended bill.

    The substitute motion failed with Sens. Thomas, Hatch, Jenkins, Killpack and Valentine     voting in opposition to the substitute motion and Sens. Hillyard and Mayne absent at the time of voting.

    The motion passed with Sen. Julander voting in opposition to the motion and Sens.     Hillyard and Mayne absent at the time of voting.

4.    H.B. 37    Sunset Reauthorizations (Rep. G. Curtis)

    Rep. Curtis stated that H.B. 37 had been amended on the House floor.

     MOTION: Sen. Valentine moved to accept the amendment to H.B. 37.

    The motion passed unanimously with Sens. Hillyard and Jenkins absent at the time of     voting.

    Rep. Curtis explained the bill and responded to questions from Committee members.

    Dale Zabriskie, Utah Association of Veterinary Medicine, spoke in favor of the bill.


     MOTION: Sen. Hatch moved to pass H.B. 37 as amended out of committee with a     favorable recommendation.

    The motion passed unanimously.

     MOTION: Sen. Hillyard moved to place H.B. 37 on the Consent Calendar.

    The motion passed unanimously.

     MOTION: Sen. Jenkins moved to adjourn the meeting.

    The motion passed unanimously.
    
    Chair Thomas adjourned the meeting at 3:40 p.m.
