Chair Thomas called the meeting to order at 8:15 a.m.


    MOTION:
Sen. Mayne moved to approve the minutes of the meeting held January 27,     2004.     

    The motion passed unanimously with Sen. Hatch absent at the time of voting.

1.    S.B. 152    Division of Community Development Name Change
(Sen. S. Jenkins)

    Sen. Jenkins explained the bill.

    Gordon Walker, Division Director, Division of Community Development, spoke in

    support of the bill.

     MOTION: Sen. Julander moved to pass S.B. 152 out of committee with a favorable     recommendation.

    The motion passed unanimously with Sen. Hatch absent at the time of voting.

     MOTION: Sen. Julander moved to place S.B. 152 on the Consent Calendar.

    The motion passed unanimously with Sen. Hatch absent at the time of voting.

2.    H.B. 75    Industrial Assistance Fund Amendments (Rep. D. Clark)

    Rep. David Clark explained the bill.

    David Harmer, Executive Director, Department of Community and Economic     Development, spoke in support of the bill and responded to questions by Committee     members.    

    Sen. Jenkins assumed the Chair.

    Committee members discussed H.B. 75 with Director Harmer.

    Chair Thomas assumed the Chair.

    Jerry Oldroyd, Business and Economic Development Assistance Board, spoke in support     of the bill and responded to questions from Committee members.

    Sen. Mayne commended Mr. Harmer for his work in assisting in the economic     development of the State.

    Tom Bingham, President, Utah Manufacturers Association, spoke in support of the bill.

     MOTION: Sen. Jenkins moved to pass H.B. 75 out of committee with a favorable     recommendation.

    The motion passed with Sen. Julander voting in opposition to the bill.

3.    H.B. 186    Evaluation and Counseling Prior to Termination Proceedings (Rep. M. Thompson)



    Rep. Thompson explained the bill.

     MOTION: Sen. Hatch moved to pass H.B. 186 out of committee with a favorable     recommendation.

    The motion passed unanimously with Sen. Julander absent at the time of voting.

     MOTION: Sen. Hatch moved to place H.B. 186 on the Consent Calendar.

    The motion passed unanimously with Sen. Julander absent at the time of voting.

4    H.B. 192    Repeal of Thrifts Settlement Financing Provisions (Rep. G. Curtis)

    Edward Leary, Utah Commissioner of Financial Institutions, explained the bill.

     MOTION: Sen. Mayne moved to pass H.B. 192 out of committee with a favorable     recommendation.

    The motion passed unanimously.

     MOTION: Sen. Jenkins moved to place H.B. 192 on the Consent Calendar.

    The motion passed unanimously.

     MOTION: Sen. Jenkins moved to adjourn the meeting.

    The motion passed unanimously.

    Chair Thomas adjourned the meeting at 9:20 a.m.
