Chair Thomas called the meeting to order at 8:35 a.m.
MOTION: Sen. Julander moved to approve the minutes of the February 3, 2004, meeting.
The motion passed unanimously with Sens. Hillyard, Jenkins and Mayne absent at the time of voting.
1. S.B. 50 Rural Planning and Development (Sen. T. Hatch)
MOTION: Sen. Hatch moved to remove S. B. 50 in title and body and replace it with 1st Substitute S.B. 50.
The motion passed unanimously with Sens. Hillyard and Mayne absent at the time of
voting.
Sen. Hatch explained 1st Substitute S.B. 50.
MOTION: Sen. Julander moved to pass 1st Substitute S.B. 50 out of committee with a favorable recommendation.
The motion passed unanimously with Sens. Hillyard and Mayne absent at the time of voting.
2. H.B. 67 Cultural Affairs Task Force (Rep. S. Allen)
David Harmer, Executive Director, Community and Economic Development, and Frank McEntire, Director, Utah Arts Council, explained the bill.
A handout entitled "Culture Works For Utah" was distributed.
Vicki Bourns, Executive Director, Utah Cultural Alliance, spoke in support of the bill.
MOTION: Sen. Jenkins moved to pass H.B. 67 out of committee with a favorable recommendation.
SUBSTITUTE MOTION: Sen. Julander moved to hold the bill until the Sponsor can be present to respond to questions on the bill.
The motion was withdrawn.
The substitute motion was withdrawn.
3. S.B. 146 Olympic Law Revisions and Cleanup (Sen. B. Evans)
Sen. Evans explained the bill.
MOTION: Sen. Killpack moved to pass S.B. 146 out of committee with a favorable recommendation.
The motion passed unanimously.
4. H.B. 67 Cultural Affairs Task Force (Rep. S. Allen)
Rep. Allen responded to questions from Committee members regarding the bill.
MOTION: Sen. Jenkins moved to pass H.B. 67 out of committee with a favorable recommendation.
The motion passed with Chair Thomas voting in opposition to the bill.
MOTION: Sen. Jenkins moved to adjourn the meeting.
The motion passed unanimously.
Chair Thomas adjourned the meeting at 9:15 a.m.
