INTERNET CRIMES AGAINST CHILDREN

             6      LONG TITLE
             7      General Description:
             8          This bill describes the state attorney general's participation in multijurisdictional and
             9      multidisciplinary work to prevent and prosecute Internet sexual crimes against children.
             10      This bill also authorizes the attorney general to provide Internet educational programs
             11      to parents, educators, and others involved with children to promote awareness of and
             12      prevention of Internet crimes against children.
             13      Highlighted Provisions:
             14          This bill:
             15          .    provides that the attorney general is participating in the Internet Crimes against
             16      Children Task Force, which is a statewide multiagency task force that investigates,
             17      prevents, and prosecutes Internet sexual exploitation offenses against children; and
             18          .    authorizes the attorney general, to the extent legislative funding is provided, to
             19      prepare and present appropriate programs and informational materials to children,
             20      parents, educators, school resource officers, parent-teacher organizations, and
             21      libraries help children use the Internet safely and to help adults be aware of Internet
             22      risks to children.

             31      Be it enacted by the Legislature of the state of Utah:
             32          Section 1. Section 67-5-19 is enacted to read:
             33          67-5-19. Internet crimes against children -- Education programs.
             34          (1) (a) The attorney general may assist in efforts to prevent and prosecute Internet
             35      crimes against children, including working with other agencies of state and local government.
             36          (b) Under Subsection (1)(a), the attorney general may administer the Internet Crimes
             37      Against Children Task Force, which is a statewide multidisciplinary and multijurisdictional
             38      task force that investigates, prevents, and prosecutes sexual exploitation offenses against
             39      children by offenders who use the Internet, online communications systems, or other computer
             40      technology.
             41          (2) (a) As part of the attorney general's participation in this task force, the attorney
             42      general shall H. [ provide ] make available .H , to the extent legislative funding is available,
             42a      statewide training and
             43      informational materials regarding Internet safety for children that focuses on prevention,
             44      reporting, and assistance regarding Internet crimes against children.
             45          (b) The training and information shall include programs and information specifically
             46      designed for:
             47          (i) children, which shall include classroom presentations and informative leaflets or
             48      other printed material; and
             49          (ii) parents, guardians, educators, school resource officers, parent-teacher
             50      organizations, and libraries, which shall include Internet safety, technological protection
             51      measures, and effective supervision and review of children's use of the Internet, including
             52      locating and assessing sites children have had contact with.
             53          (c) As possible, the attorney general shall direct that the task force work with state and
             54      local agencies that provide information and programs to prevent and prosecute Internet crimes
             55      against children to ensure the most effective use of resources.
