8 General Description:
9 This bill requires legislators to participate in public schools three days each year.
10 Highlighted Provisions:
11 This bill:
12 . requires legislators to participate one day each in:
13 . a rural school district;
14 . an urban school district; and
15 . a school district office;
16 . requires travel outside the legislator's district, when necessary to accomplish this
17 purpose;
18 . provides for travel expenses;
19 . provides for the filing of an annual report, by January 15th, to the Legislature
20 through the Office of Legislative Fiscal Analyst; and
21 . makes this annual report available each year at the first meeting of the Education
22 Appropriations Subcommittee.

31 Be it enacted by the Legislature of the state of Utah:
32 Section 1. Section 36-12-21 is enacted to read:
33 36-12-21. Legislators participation in public schools.
34 (1) (a) As used in this section, "participate" means for the full school day:
35 (i) to attend classes;
36 (ii) to volunteer or teach at a school; or
37 (iii) to provide other assistance to the school.
38 (b) Each legislator shall participate three full days each calendar year in the public
39 schools in this state. One day shall be spent in each of the following:
40 (i) a rural school district;
41 (ii) an urban school district; and
42 (iii) a school district office.
43 (c) Each legislator is encouraged as part of the legislator's participation under
44 Subsection (1)(b) to H. interview teachers and staff and .H visit a special education class
44a or a class teaching proficiency in English as
45 a second language.
46 (2) (a) If the legislator's legislative district has both a rural and an urban school district
47 within it, the legislator shall participate in the legislator's local school districts to fulfill the
48 requirements of Subsection (1).
49 (b) If a legislator's legislative district does not have an urban school district within its
50 boundaries, the legislator shall travel outside the legislator's legislative district to accomplish
51 the requirements of Subsection (1).
52 (c) If a legislator's legislative district does not have a rural school district within its
53 boundaries, the legislator shall travel outside the legislator's legislative district to accomplish
54 the requirements of Subsection (1).
55 (3) A legislator who participates in accordance with this section in a public school
56 outside the legislator's legislative district may receive travel expenses in accordance with
57 legislative rule.
58 (4) (a) Each legislator shall send a letter to the Legislature, through the Office of
59 Legislative Fiscal Analyst, no later than January 15th of each year, detailing the legislator's
60 participation in the public schools required in Subsection (1).
61 (b) The letters described in Subsection (4)(a) shall be compiled into a report by the
62 Office of Legislative Fiscal Analyst, which shall be presented in the first Education
63 Appropriations Subcommittee meeting during the annual general session of the Legislature.
64 (c) If any legislator fails to timely send the letter required in Subsection (4)(a), that
65 information shall also be included in the annual report to the Education Appropriations
66 Subcommittee required by Subsection (4)(b).
