7 LONG TITLE
8 General Description:
9 This bill enacts provisions relating to the creation of the Statewide Global Positioning
10 Reference Network.
11 Highlighted Provisions:
12 This bill:
13 . creates the Statewide Global Positioning Reference Network to improve the quality
14 of geographic information system data and the productivity, efficiency, and
15 cost-effectiveness of government services;
16 . requires the Automated Geographic Reference Center within the Division of
17 Information Technology Services to administer the network;
18 . creates an advisory committee to advise the center on implementation and
19 maintenance of the network; and
20 . requires the Division of Information Technology Services to make rules providing
21 for operating policies and procedures for the network.

36 Be it enacted by the Legislature of the state of Utah:
37 Section 1. Section 63A-6-201 is amended to read:
38 63A-6-201. Definitions.
39 As used in this part:
40 (1) "Center" means the Automated Geographic Reference Center created in Section
41 63A-6-202 .
42 (2) "Database" means the State Geographic Information Database created in Section
43 63A-6-203 .
44 (3) "Division" means the Division of Information Technology Services.
45 (4) "Geographic Information System" means a computer driven data integration and
46 map production system that interrelates disparate layers of data to specific geographic
47 locations.
48 (5) "State Geographic Information Database" means the database mandated by Section
49 [
50 (6) "Statewide Global Positioning Reference Network" or "network" means the
51 network created in Section 63A-6-205 .
52 Section 2. Section 63A-6-205 is enacted to read:
53 63A-6-205. Statewide Global Positioning Reference Network created -- Advisory
54 committee.
55 (1) (a) There is created the Statewide Global Positioning Reference Network to
56 improve the quality of geographic information system data and the productivity, efficiency, and
57 cost-effectiveness of government services.
58 (b) The network shall provide a system of permanently mounted, fully networked,
59 global positioning system base stations that will provide real time radio navigation and
60 establish a standard statewide coordinate reference system.
61 (c) The center shall administer the network.
62 (2) (a) There is created an advisory committee to advise the center on implementing
63 and maintaining the network.
64 (b) The committee membership shall consist of:
65 (i) the center manager or the manager's designee;
66 (ii) a representative from the Department of Transportation created by Section
67 72-1-201 designated by the executive director appointed under Section 72-1-202 ;
68 (iii) a representative from the division designated by the director;
69 (iv) the chief information officer or the chief information officer's designee; and
70 (v) a representative from the Utah Association of County Surveyors.
71 (c) The representative from the center shall be the chair of the committee.
72 (d) The committee shall meet upon the call of the chair or a majority of the committee
73 members.
74 (e) The committee chair shall give reasonable notice to each member prior to any
75 meeting.
76 (f) Three members shall constitute a quorum for the transaction of business.
77 (g) The center shall provide staff support to the committee.
78 (h) Committee members who are state government employees shall receive no
79 additional compensation for their work on the committee.
80 (i) Committee members who are not state government employees shall receive no
81 compensation or expenses for their work on the committee.
82 (j) The committee shall recommend rules to the division for adoption under Subsection
83 (3).
84 (3) (a) In accordance with Title 63, Chapter 46a, Utah Administrative Rulemaking Act,
85 the division shall make, in consultation with the committee, rules providing for operating
86 policies and procedures for the network.
87 (b) The rules shall consider:
88 (i) network development that serves a public purpose;
89 (ii) increased productivity and efficiency for state agencies; and
90 (iii) costs and longevity of the network.
91 Section 3. Appropriation.
92 (1) There is appropriated from the General Fund to the Automated Geographic
93 Reference Center for implementation and maintenance of the Statewide Global Positioning
94 Reference Network created in Section 63A-6-205 S. [
95 (a) as an ongoing appropriation subject to future budget constraints, $75,000 for fiscal
96 year 2005-06; and
97 (b) $1,500,000
