                  LONG TITLE
                  General Description:
                      This resolution of the House of Representatives urges Congress to amend the United
                  States Constitution.
                  Highlighted Provisions:
                      This resolution:
                      .    urges the United States Congress to pass an amendment to the United States
                  Constitution to require a balanced federal budget.
                  Special Clauses:
                      None
                 
                  Be it resolved by the House of Representatives of the state of Utah:
                      WHEREAS, for many years a persistent political issue facing Congress is whether to
                  require that the budget of the United States be in balance;
                      WHEREAS, although a balanced federal budget has long been held as a political ideal,
                  the accumulation of large deficits in recent years has heightened concern that immediate action
                  to require a balance between revenues and expenditures at the national level may be necessary;
                      WHEREAS, while financial and social ills are aggravated by spiraling personal and
                  family debt, spiraling national debt aggravates ills that may not be immediately felt but are
                  equally harmful to society;
                      WHEREAS, consistently large deficits and the growing federal debt suggest that tough
                  decisions lie ahead if the United States is to have control of its financial destiny;
                      WHEREAS, ratifying a proposed constitutional amendment requiring a balanced


                  budget would allow the states to communicate to the Federal Government, on behalf of their
                  citizens, that the people insist that their tax money be spent in a manner that demonstrates fiscal
                  responsibility and accountability; and
                      WHEREAS, a constitutional amendment requiring a balanced budget, though not without
                  discomfort and sacrifice, would serve as a vital fiscal reality check for the United States
                  Government and its people:
                      NOW, THEREFORE, BE IT RESOLVED that the House of Representatives of the state
                  of Utah urges the United States Congress to pass an amendment to the United States Constitution
                  requiring a balanced budget.
                      BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Majority
                  Leader of the United States Senate, the Speaker of the United States House of Representatives,
                  and to the members of Utah's congressional delegation.
