             8      General Description:
             9          This bill creates the Government Efficiency and Effectiveness Review Committee.
             10      Highlighted Provisions:
             11          This bill:
             12          .    establishes the membership of committee members;
             13          .    provides for compensation of committee members;
             14          .    outlines the duties of the committee; and
             15          .    provides for staffing the committee.
             16      Monies Appropriated in this Bill:
             17          This bill appropriates as an ongoing appropriation subject to future budget constraints,
             18      for fiscal year 2004-05:
             19          .    $5,000 to the Senate; and
             20          .    $8,500 to the House of Representatives.

             29      Be it enacted by the Legislature of the state of Utah:
             30          Section 1. Section 36-26-101 is enacted to read:

CHAPTER 26. GOVERNMENT EFFICIENCY AND

EFFECTIVENESS REVIEW COMMITTEE

             33          36-26-101. Title.
             34          This chapter is known as the "Government Efficiency and Effectiveness Review
             35      Committee."
             36          Section 2. Section 36-26-102 is enacted to read:
             37          36-26-102. Government Efficiency and Effectiveness Review Committee --
             38      Creation -- Membership -- Chairs -- Salaries and expenses -- Staff support.
             39          (1) There is created the Government Efficiency and Effectiveness Review Committee
             40      consisting of the following 11 members:
             41          (a) seven members from the House of Representatives appointed by the speaker, no
             42      more than five of whom shall be members of the same political party; and
             43          (b) four members of the Senate appointed by the president, no more than three of
             44      whom shall be members of the same political party.
             45          (2) (a) The speaker of the House of Representatives shall designate one of the members
             46      from the House of Representatives appointed under Subsection (1)(a) to act as a cochair of the
             47      committee.
             48          (b) The president of the Senate shall designate one of the members from the Senate
             49      appointed under Subsection (1)(b) to act as a cochair of the committee.
             50          (3) In conducting its business, the committee shall comply with the rules of legislative
             51      interim committees.
             52          (4) Salaries and expenses of the legislators shall be paid in accordance with Section
             53      36-2-2 and Legislative Joint Rule 15.03.
             54          (5) (a) The Office of Legislative Research and General Counsel shall provide staff
             55      support to the committee.
             56          (b) The committee may request additional staff support from other legislative staff
             57      offices as needed.
             58          Section 3. Section 36-26-103 is enacted to read:


             59          36-26-103. Duties.
             60          (1) The committee shall seek to reduce costs in state government and seek to increase
             61      the efficiency and effectiveness of state government by reviewing:
             62          (a) the budget of one department within state government in detail each year, to
             63      determine possible reductions or additions to the budget of that department and to identify
             64      programs or divisions of the department that could be privatized;
             65          (b) executive branch agencies, for possible reorganization, prioritization, and
             66      streamlining, including time and motion auditing of executive branch agencies;
             67          (c) government services and programs, to evaluate their potential for possible
             68      privatization;
             69          (d) occupational and professional licensing boards and processes, for possible
             70      consolidation or deregulation; and
             71          (e) any other means of reducing the costs of state government and increasing the
             72      efficiency and effectiveness of state government that the committee determines.
             73          (2) The committee may recommend:
             74          (a) legislation to implement its conclusions;
             75          (b) privatization studies to the Privatization Policy Board created by Section 63-55a-2 ;
             76          (c) modifications to any state agency budget to the Executive Appropriations
             77      Committee and any appropriations subcommittee; and
             78          (d) modifications to occupational and professional licensing boards and processes to
             79      the Occupational and Professional Licensure Review Committee created by Section 36-23-102 .
             80          (3) The committee shall report to the Government Operations Interim Committee by
             81      November 1 of each year.
             82          Section 4. Appropriation.
             83          As an ongoing appropriation subject to future budget constraints, there is appropriated
             84      from the General Fund for fiscal year 2004-05:
             85          (1) $5,000 to the Senate; and
             86          (2) $8,500 to the House of Representatives.
