7 General Description:
8 This bill modifies the definition of "motor vehicle" for purposes of the Division of Fleet
9 Operations' responsibility to regulate state motor vehicles.
10 Highlighted Provisions:
11 This bill:
12 . modifies the definition of "motor vehicle" as applied to sections governing
13 state-owned motor vehicles by excluding vehicles from regulation that are not
14 licensed for paved highway use.

23 Be it enacted by the Legislature of the state of Utah:
24 Section 1. Section 63A-9-101 is amended to read:
25 63A-9-101. Definitions.
26 (1) (a) "Agency" means each department, commission, board, council, agency,
27 institution, officer, corporation, fund, division, office, committee, authority, laboratory, library,
28 unit, bureau, panel, or other administrative unit of the state.
29 (b) "Agency" includes the State Board of Education, the Office of Education, each
30 Applied Technology Center, the board of regents, the institutional councils of each higher
31 education institution, and each higher education institution.
32 (c) "Agency" includes the legislative and judicial branches.
33 (2) "Committee" means the Motor Vehicle Review Committee created by this chapter.

36 (5) "Executive director" means the executive director of the Department of
37 Administrative Services.
38 (6) (a) "Motor vehicle" means a self-propelled vehicle that is:
39 (i) capable of carrying passengers; and
40 (ii) required to be licensed for paved highway use.
41 (b) "Motor vehicle" includes vehicles used for construction and other nontransportation
42 purposes.
43 (7) "State vehicle" means each motor vehicle owned, operated, or in the possession of
44 an agency.
