             6      LONG TITLE
             7      General Description:
             8          This bill requires annual reporting of charter school innovative practices.
             9      Highlighted Provisions:
             10          This bill:
             11          .    requires charter schools to annually report innovative practices to the Charter
             12      School Board; and
             13          .    requires the Charter School Board to annually provide a summary of the innovative
             14      practices to the Education Interim Committee.

             22      ENACTS:
             23          53A-1a-507.1, Utah Code Annotated 1953
             25      Be it enacted by the Legislature of the state of Utah:
             26          Section 1. Section 53A-1a-501.6 is amended to read:
             27           53A-1a-501.6. Power and duties of State Charter School Board.

             28          (1) The State Charter School Board shall:
             29          (a) authorize and promote the establishment of charter schools, subject to the
             30      limitations in Sections 53A-1a-502 and 53A-1a-505 ;
             31          (b) annually review and evaluate the performance of charter schools authorized by the
             32      State Charter School Board and hold the schools accountable for their performance;
             33          (c) report annually by November 30 to the Education Interim Committee on charter
             34      school innovative practices, as reported pursuant to Section 53A-1a-507.1 ;
             35          [(c)] (d) monitor charter schools authorized by the State Charter School Board for
             36      compliance with federal and state laws, rules, and regulations;
             37          [(d)] (e) provide technical support to charter schools and persons seeking to establish
             38      charter schools by:
             39          (i) identifying and promoting successful charter school models;
             40          (ii) facilitating the application and approval process for charter school authorization;
             41          (iii) directing charter schools and persons seeking to establish charter schools to
             42      sources of private funding and support;
             43          (iv) reviewing and evaluating proposals to establish charter schools for the purpose of
             44      supporting and strengthening proposals before an application for charter school authorization is
             45      submitted to the State Charter School Board or a local school board; and
             46          (v) assisting charter schools to understand and carry out their charter obligations;
             47          [(e)] (f) provide technical support, as requested, to a local school board relating to
             48      charter schools;
             49          [(f)] (g) make recommendations on legislation and rules pertaining to charter schools
             50      to the Legislature and State Board of Education, respectively; and
             51          [(g)] (h) make recommendations to the State Board of Education on the funding of
             52      charter schools.
             53          (2) The State Charter School Board may:
             54          (a) contract;
             55          (b) sue and be sued; and
             56          (c) (i) at the discretion of the charter school, provide administrative services to, or
             57      perform other school functions for, charter schools authorized by the State Charter School
             58      Board; and

             59          (ii) charge fees for the provision of services or functions.
             60          Section 2. Section 53A-1a-507.1 is enacted to read:
             61          53A-1a-507.1. Charter school innovative practices -- Report to State Charter
             62      School Board.
             63          Prior to July 31 of each year, a charter school shall identify and report to the State
             64      Charter School Board its innovative practices which fulfill the purposes of charter schools as
             65      outlined in Section 53A-1a-503 , including:
             66          (1) unique learning opportunities providing increased choice in education;
             67          (2) new public school models;
             68          (3) innovative teaching practices;
             69          (4) opportunities for educators to actively participate in the design and implementation
             70      of the learning program;
             71          (5) new forms of accountability emphasizing the measurement of learning outcomes
             72      and the creation of new measurement tools;
             73          (6) opportunities for greater parental involvement, including involvement in
             74      management decisions; and
             75          (7) the impact of the innovative practices on student achievement.
