             7      LONG TITLE
             8      General Description:
             9          This bill enacts provisions related to economic development initiatives established at
             10      higher education institutions.
             11      Highlighted Provisions:
             12          This bill:
             13          .    establishes a Jobs Now Economic Development Initiative within the state system of
             14      higher education to promote workforce preparation programs that meet critical
             15      needs and shortages throughout the state; and
             16          .    provides a distribution process for moneys received under the initiative to
             17      institutions within the state system of higher education, including the Utah College
             18      of Applied Technology.
             19      Monies Appropriated in this Bill:
             20          This bill appropriates:
             21          .    $2,000,000 to the State Board of Regents to fund the initiative.
             22      Other Special Clauses:
             23          This bill takes effect on July 1, 2005.

             28      Be it enacted by the Legislature of the state of Utah:
             29          Section 1. Section 53B-6-106 is enacted to read:
             30          53B-6-106. Jobs Now Economic Development Initiative.
             31          (1) The State Board of Regents shall develop, establish, and maintain a Jobs Now
             32      Economic Development Initiative within the state system of higher education, including the
             33      Utah College of Applied Technology, to promote workforce preparation programs that meet
             34      critical needs and shortages throughout the state.
             35          (2) The initiative shall include components that provide:
             36          (a) support for technical training expansion that trains skilled potential employees
             37      within a period not to exceed 12 months for technical jobs in critical needs occupations; and
             38          (b) support for degree programs that specifically support workforce preparation in
             39      areas of identified need for business and industry.
             40          (3) (a) The Legislature shall provide an annual appropriation to fund the initiative in a
             41      line item to the State Board of Regents.
             42          (b) (i) The board shall allocate at least two thirds of the appropriation to the Utah
             43      College of Applied Technology for distribution to college campuses within the college as
             44      recommended by the Utah College of Applied Technology Board of Trustees.
             45          (ii) A college campus shall use money received under Subsection (3)(b)(i) for technical
             46      training expansion referred to in Subsection (2)(a).
             47          (c) The board may allocate and distribute up to one third of the appropriation to
             48      institutions within the state system of higher education for the initiative component identified
             49      in Subsection (2)(b).
             50          (d) In accordance with Title 63, Chapter 46a, Utah Administrative Rulemaking Act, the
             51      board shall make rules:
             52          (i) to implement the Jobs Now Economic Development Initiative; and
             53          (ii) by which institutions may apply for the moneys referred to in Subsection (3)(c).
             54          Section 2. Appropriation.
             55          As an ongoing appropriation subject to future budget constraints, there is appropriated
             56      from the General Fund for fiscal year 2005-06, $2,000,000 to the State Board of Regents to


             57      fund the Jobs Now Economic development Initiative established in Section 53B-6-106.
             58          Section 3. Effective date.
             59          This bill takes effect on July 1, 2005.
