             7      General Description:
             8          This bill creates the Education Technology Task Force.
             9      Highlighted Provisions:
             10          This bill:
             11          .    authorizes a legislative task force to study the use of technology in schools;
             12          .    establishes task force membership, duties, rules, compensation, and staff support;
             13      and
             14          .    requires a report to the Education Interim Committee.
             15      Monies Appropriated in this Bill:
             16          This bill appropriates:
             17          .    $14,400 from the General Fund for fiscal year 2004-05 only, to fund the task force.
             18      Other Special Clauses:
             19          This bill is repealed on November 30, 2005.

             23      Be it enacted by the Legislature of the state of Utah:
             24          Section 1. Education Technology Task Force -- Creation -- Membership --
             25      Quorum -- Compensation -- Staff.
             26          (1) There is created the Education Technology Task Force consisting of the following
             27      14 members:



             28          (a) five members of the Senate appointed by the president of the Senate, no more than
             29      three of whom may be from the same political party; and
             30          (b) seven members of the House of Representatives appointed by the speaker of the
             31      House of Representatives, no more than four of whom may be from the same political party.
             32          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             33      under Subsection (1)(a) as a cochair of the task force.
             34          (b) The speaker of the House of Representatives shall designate a member of the House
             35      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             36          (3) In conducting its business, the task force shall comply with the rules of legislative
             37      interim committees.
             38          (4) Salaries and expenses of the members of the task force shall be paid in accordance
             39      with Section 36-2-2 and Legislative Joint Rule 15.03.
             40          (5) The Office of Legislative Research and General Counsel shall provide staff support
             41      to the task force.
             42          Section 2. Duties -- Interim report.
             43          (1) The task force shall, in consultation with persons having education and technology
             44      expertise, review and make recommendations on the following issues:
             45          (a) methods of using technology to advance kindergarten through third grade literacy;
             46          (b) the use of technology to engage families and communities in the schools;
             47          (c) the integration of technology with curriculum in the classroom;
             48          (d) recommendations on education technology funding options; and
             49          (e) recommendations on criteria for the state and school districts to evaluate education
             50      technology programs.
             51          (2) A final report, including any proposed legislation, shall be presented to the
             52      Education Interim Committee before November 30, 2005.
             53          Section 3. Appropriation.
             54          There is appropriated from the General Fund for fiscal year 2004-05 only:
             55          (1) $6,000 to the Senate to pay for the compensation and expenses of senators on the
             56      task force; and
             57          (2) $8,400 to the House of Representatives to pay for the compensation and expenses
             58      of representatives on the task force.



             59          Section 4. Repeal date.
             60          This bill is repealed on November 30, 2005.
