             7      LONG TITLE
             8      General Description:
             9          This joint resolution of the Legislature urges Congress to pass the National Bear River
             10      Heritage Area Act.
             11      Highlighted Provisions:
             12          This resolution:
             13          .    expresses support for the designation of the National Bear River Heritage Area Act;
             14      and
             15          .    urges Congress to pass the Act.
             16      Special Clauses:
             17          None
             18     
             19      Be it resolved by the Legislature of the state of Utah:
             20          WHEREAS, Box Elder, Cache, and Rich Counties in Utah and four counties in Idaho
             21      will be considered in the 109th Congress of the United States for designation as the National
             22      Bear River Heritage Area;
             23          WHEREAS, the purposes of the National Bear River Heritage Area are: to foster a
             24      closer working relationship with all levels of government, the private sector, residents, business
             25      interests, and local communities in Utah and Idaho; to empower communities in Utah to
             26      exercise stewardship of their heritage while strengthening future economic opportunities; to
             27      interpret, develop, and encourage stewardship of the historical, cultural, and recreational



             28      resources within the heritage area; and to expand, foster, and develop heritage businesses and
             29      products relating to the cultural heritage of the area;
             30          WHEREAS, Utah's portion of the proposed heritage area has achieved national
             31      significance for its historical, cultural, and natural legacies;
             32          WHEREAS, Utah's legacies include: Washakie, an early 20th Century Northwestern
             33      Shoshone settlement and cemetery; its trapping and fur trade history; the breadth and scope of
             34      the state's 19th Century emigration and colonization experience; the state's development of
             35      transportation routes and technology, which helped expand the United States geographically
             36      and politically; Utah's natural resources such as wilderness, wildlife, grazing, timber, and
             37      minerals; Utah's growth of a viable arid lands agricultural economy; and Utah's architecture,
             38      significant historic landscapes, and national sites, including the Golden Spike National Historic
             39      Site where the first Transcontinental Railroad was completed;
             40          WHEREAS, the historic, cultural, natural, and agricultural importance of Box Elder,
             41      Cache, and Rich Counties makes their designation as part of a National Heritage Area entirely
             42      appropriate; and
             43          WHEREAS, passage of the National Bear River Heritage Area Act will bring even
             44      greater recognition to the contributions of Utah to the historic, cultural, natural, and agricultural
             45      richness of the United States of America:
             46          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
             47      expresses support for the National Bear River Heritage Area Act.
             48          BE IT FURTHER RESOLVED that the Legislature of the state of Utah urges the
             49      United States Congress and Utah's congressional delegation to support the Act.
             50          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Majority
             51      Leader of the United States Senate, the Speaker of the United States House of Representatives,
             52      and the members of Utah's congressional delegation.
